The City of Winter Park Community Redevelopment Agency (CRA) has established the West Fairbanks Catalyst Development Program (CDP) to encourage large-scale, mixed-use development projects within the CRA District III corridor. This program is designed to help new and expanding businesses that meet specific criteria, including a minimum development cost of $2.5 million and a project size of at least 1 acre. Eligible businesses generally fall within construction, retail trade, financial activities, professional services, and education/health services, excluding certain healthcare and social assistance categories. The program is currently under review, with applications accepted on a first-come, first-served basis. Approved projects could involve site clearing, grading, utility work, paving, building construction, and landscaping, with incentives up to $500,000 per project. Local contractors, suppliers, and service providers are encouraged to reach out early to understand project needs and potential opportunities before bids and permits are finalized, as competitive bids are required for all proposed work.
