3. Heartland Trail Discussion

Metro COG is proposing to implement the Heartland Trail through Clay County. This trail is currently a 49-mile paved path connecting Park Rapids, MN to Cass Lake, MN. The Clay County Board of Commissioners will discuss and decide if they want to designate the trail as a state or regional trail. Dan Farnsworth from Metro COG will present findings and explain the differences between these designations. This discussion is planned for June 9, 2026. If approved as a regional trail, the project could involve environmental review, right-of-way acquisition, trail design, and landowner discussions, followed by construction. If designated a state trail, the state may handle funding and maintenance. Contractors specializing in site preparation, grading, paving, utility work, and landscaping may find opportunities as the project progresses through planning and potential construction phases. Early engagement with project planners could provide an advantage before final plans and permits are established.
