The Board of County Commissioners adopted Resolution R-655-26, File Number 261157, approving the award of Contract No. EVN0028376, the Concourse K Concession Program at Miami International Airport, to OTG MIA Venture, LLC. The contract is for the development and management of 17 retail and food and beverage concession spaces encompassing approximately 19,073 square feet in the upcoming Concourse K. The projected revenue is $62,200,000.00 for an initial 11-year term (two years for construction and nine years for operations) and one, one-year option to renew. The contract was forwarded to the Board with a favorable recommendation from the Aviation and Seaport Committee on July 13, 2026, and adopted on July 21, 2026. The concessionaire will provide financing, design, leasing, tenant coordination, construction, and property management. The 17 spaces will consist of 11 food and beverage concessions and 6 retail concessions. The concessionaire is expected to manage all aspects of the concessions program. The estimated positive fiscal impact for the initial 11-year term is $55,800,000, with a cumulative value of $62,200,000 if the renewal option is exercised. The vendor provides a percentage fee of 18% for alcohol sales and 12% and 14% for all other retail and food and beverage sales, respectively. The joint venture partnership is comprised of OTG Concessions Management (50%) and KFIT F&B Holdings II, LLC (50%). The vendor principal address is 352 Park Avenue, 10th Floor, New York, NY. The contract was awarded after a Request for Proposals was issued on August 5, 2025, with four proposals received by November 17, 2025. Three proposals were deemed non-responsive by the County Attorney's Office on December 22, 2025, as they failed to submit a revenue proposal. Evaluation meetings were held on January 9, 2026, and January 21, 2026. Negotiations commenced on February 27, 2026, and concluded on May 5, 2026. The concourse is expected to be available by 2030. The item is located within District 6, represented by Commissioner Natalie Milian Orbis, but the impact is countywide. The Living Wage Ordinance applies. The Small Business Enterprise Selection Factor and Local Preference do not apply. The two percent User Access Program does not apply. Vendors not recommended for award were Blue Mountain Coffee House, Cheeseburger Baby Sobe, Inc. DBA Cheese Burger Baby, and Munz Co-MitbahLab-Mr.Edd.CocktailCeviche Gourmet, LLC. Blue Mountain Coffee House was deemed non-responsive by the CAO. The other two were local firms but were not recommended. Due diligence was conducted with no adverse findings. The contract is not a good candidate for piggybacking opportunities. The County Mayor or designee is authorized to execute the agreement and exercise all provisions, except for changes in concession concepts from those specified on pages 75-125 of the OTG Proposal (The Miami Experience by OTG) or from any proposed subcontractor for which OTG included a Letter of Intent, without prior Board approval.
