Miami-Dade County Board of County Commissioners is considering a resolution to authorize an additional five years and $147,080,000.00 in expenditure authority for Prequalification Pool No. RTQ-01841, Passenger Boarding Bridges. This pool serves the Miami-Dade Aviation Department (MDAD) and PortMiami. The total modified cumulative pool amount would become $297,464,300.00. The extension is requested to continue procuring the purchase and installation of new passenger boarding bridges, refurbishment of existing ones, and purchase of parts and supplies. MDAD requires $137,080,000.00 for forty new bridges, refurbishment of fifty, and parts. PortMiami requires $10,000,000.00 for operational needs, including new bridges for the North Bulkhead project and modifications. The pool was established on November 2, 2021, for a five-year term and includes three groups: Group 1 - Purchase and installation of new passenger boarding bridges; Group 2 - Refurbishment of existing boarding bridges; Group 3 - Purchase of parts and supplies. Any contract award exceeding $5,000,000.00, or $1,500,000.00 for MDAD, requires Board ratification. The pool expires on December 31, 2026, and with the extension, would expire on December 31, 2031. There are currently eight prequalified vendors, including four local vendors, two of which are certified Small Business Enterprises (SBE). Due diligence on vendors found no adverse findings. The User Access Program applies where permitted, and Small Business Enterprise measures will be determined prior to spot market competitions. The Living Wage Ordinance does not apply.
