Miami-Dade County Commissioners considered a resolution authorizing additional expenditure authority for the Bus Passenger Shelter Program. The program, managed by the Department of Transportation and Public Works (DTPW) under Contract No. RFP-01071 with Outfront Media Group, LLC, aims to install 500 additional bus passenger shelters in the Unincorporated Municipal Service Area (UMSA). This expansion is intended to increase shelter coverage to approximately 89% of UMSA bus stops, improve rider comfort and safety, and support the County's Extreme Heat Action Plan. The total modified contract amount will be $54,944,885.00, funded by People's Transportation Plan (PTP) Bond Program funds. The decision was amended, with a final version to be adopted under File Number 261114. During a Transportation Committee meeting, Senator Garcia expressed concerns about the vendor and the funding mechanism, seeking clarification on revenue sharing from advertising. Ms. Miller explained the County funds installation and maintenance, while the vendor handles advertising and shares revenue. Chairman Gilbert III clarified responsibilities for shelter maintenance. Vice Chairwoman Regalado suggested revisiting advertising rules to potentially generate more revenue, particularly regarding political advertising. Commissioner Bermudez inquired about compliance with political advertising rules. Chairman Gilbert III noted the current Board established the political advertising ban and cautioned against over-regulation of speech on County assets.
