Miami-Dade County Board of County Commissioners adopted a resolution authorizing an additional three-year term and two one-year options to renew for Contract No. BW733-2/25, for Documentum Software License, Support, and Maintenance Services. The expenditure authority is increased by $7,346,096.00, bringing the total modified amount to $13,405,520.00. This contract is for the Communications, Information and Technology Department (CITD) on behalf of County departments and Constitutional Offices. The software supports enterprise web content management (TeamSite) and enterprise content management (Documentum), managing millions of documents and supporting web publishing for over 30 County websites, including miamidade.gov. The extension is considered the most cost-effective approach to ensure uninterrupted access to these critical systems. The contract was originally awarded to OpenText, Inc. in 2021 for a five-year term, with the Documentum software first procured in 2011. The extension allows for continued support while requirements for a future new ECM system are developed. During committee review, concerns were raised regarding the affiliation and cost-sharing of Constitutional Offices using the service, data security between County and Constitutional Office data, and the process for unwinding services if an office chooses to separate. The department confirmed data is not mixed and is maintained securely, and that open dialogue is maintained with Constitutional Offices. The Tax Collector's Office was mentioned as not funding resources for further growth of the service, but no discussions of shutting it down have occurred.
