EMERGENCY PUSH AND CLEAR

Board of County Commissioners · 2026-06-02 · resolution

Miami-Dade County Board of County Commissioners adopted a resolution authorizing a three-year extension for Prequalification Pool No. RTQ-00867, which provides Emergency Push & Clear and Debris Removal Services for multiple county departments. This extension is time-only and does not request additional expenditure authority. The pool supports services such as pushing, clearing, and hauling vegetative debris, removal and disposal of stumps, and removal of hazardous leaning trees and hanging limbs from roadways, bridges, rights-of-way, transit corridors, parks, and park waterways during declared emergencies. The original pool was established on November 8, 2018, with an initial allocation of $330,000,000 for an eight-year term. The current cumulative allocation remains $330,500,000, with an expiration date extended to November 30, 2029. Any contract award under the pool exceeding $5,000,000, or $1,500,000 for the Miami-Dade Aviation Department, requires ratification by the Board. The pool has four groups: Debris Push and Clear; Debris Hauling; Stump Removal and Disposal; and Hazardous Leaning Trees and Hazardous Hanging Limbs. Currently, there are 12 active prequalified vendors, nine with local addresses. Due diligence identified ongoing litigation for two vendors (T.F.R. Enterprises, Inc. and Thomas Maintenance Services, Inc.) and prior resolved litigation for T.F.R. Enterprises, Inc. and Weed-A-Way, Inc., none of which adversely impacted the County's pool. Small Business Enterprise measures and Local Preference do not apply due to the funding source.
