EMERGENCY PUSH AND CLEAR

Board of County Commissioners · 2026-06-02 · resolution

Miami-Dade County Board of County Commissioners adopted Resolution R-485-26 on June 2, 2026, authorizing a three-year extension for Prequalification Pool No. RTQ-00867, which provides Emergency Push & Clear and Debris Removal Services for multiple county departments. This extension is time-only, with no additional expenditure authority requested. The pool, originally established in 2018 with an allocation of $330,000,000, supports services such as pushing, clearing, and hauling vegetative debris, stump removal, and hazardous tree/limb removal during declared emergencies. The extension aims to maintain efficiency and reduce administrative burdens for both the county and existing vendors. Contract awards under the pool exceeding $5,000,000, or $1,500,000 for the Miami-Dade Aviation Department, require board ratification. Currently, there are 12 active prequalified vendors, with nine having local addresses. Due diligence was performed on all vendors, with two vendors (T.F.R. Enterprises, Inc. and Thomas Maintenance Services, Inc.) noted as having ongoing litigation, though one claim is under proposed settlement. Prior litigation histories for T.F.R. Enterprises, Inc. and Weed-A-Way, Inc. have been resolved. The primary users are the Parks, Recreation, and Open Spaces Department and the Department of Transportation and Public Works, with other departments also having access.
