The Miami-Dade Board of County Commissioners adopted Resolution R-675-26 (File Number 260583) on July 21, 2026, authorizing amended and restated County deeds to Building Better Communities of South Florida, Inc., permitting the conveyance of three previously conveyed County properties to its affiliate Javon Gardens LLC (a joint venture between Building Better Communities and Pyramid Construction), and granting a two-year extension to July 29, 2028, to obtain final certificates of occupancy for multi-family rental units to be rented to very low-, low-, or moderate-income households. The properties are located in County Commission District 9 and bear Folio Nos. 10-7813-050-0380, 30-5032-000-0370, and 30-5032-000-0380. The original conveyance was authorized by Resolution R-440-19 on May 7, 2019, for constructing single-family homes under the Miami-Dade Infill Housing Initiative Program. Resolution R-132-22 (February 1, 2022) granted a two-year extension and allowed a sales price increase to the maximum authorized by Ordinance No. 21-80. Resolution R-124-24 (February 6, 2024) allowed construction of multi-family rental units on the Properties and extended the completion time by two years from the recording of amended deeds; that extension expires July 29, 2026. Building Better Communities requested the further extension and transfer on March 9, 2026, citing uncontrollable delays including completion of surveys and its inability to secure financing on its own. The Housing Committee forwarded the item to the Board with a favorable recommendation on June 9, 2026. The resolution also authorizes the County Mayor or designee to enforce the County's reversionary interest or accept a deed conveying the Properties back to the County if deed restrictions are not met, and requires signage on the Properties identifying the County's name and the district commissioner.
