CEI SERVICES CONTRACT FOR THE UNDERLINE

The Miami-Dade County Board of County Commissioners adopted Resolution R-641-26 (File Number 260966) on July 21, 2026, authorizing Supplemental Agreement No. 1 with Calvin, Giordano & Associates, Inc. for Construction, Engineering, and Inspection (CEI) services for The Underline Phase 3, Segments 3 to 9. The agreement increases the maximum contract value from $6,000,000 to $8,252,721.83 and extends the contract term to 1,654 non-compensable calendar days. The project is a 7.36-mile multimodal corridor beneath the Metrorail system, including bicycle and pedestrian paths, bridges, landscaping, lighting, drainage, wayfinding, and related infrastructure improvements. The project is located within Districts 5 and 7. The supplemental agreement is funded by Mobility Impact Fees (MIF), Program No. 2000000133, Fiscal Year 2025-26 Adopted Budget & Multi-Year Capital Plan, Volume 2, Page 164. The original CEI contract was approved on April 4, 2023, pursuant to Resolution No. R-294-23. The design-build contract was previously modified on December 16, 2025, pursuant to Resolution No. R-1235-25, to incorporate stakeholder-driven enhancements, technical refinements, and additional construction duration. The additional CEI services support enhanced quality assurance through expanded materials testing, including a dedicated materials laboratory; increased inspection and coordination for added project elements such as corridor-wide Wi-Fi and amenities; and extended construction oversight due to schedule impacts, including utility-related delays. Due diligence confirmed no adverse findings. The item was forwarded to the Board with a favorable recommendation by the Transportation Committee on July 14, 2026, and adopted on July 21, 2026.
