Ordinance relating to the operation of personal delivery devices and mobile carriers in the incorporated and unincorporated areas of Miami-Dade County; creating Chapter 31, Article VIII of the Code of Miami-Dade County, Florida; providing regulations for the safe operation of personal delivery devices and mobile carriers; providing legislative intent, applicability, and definitions; amending Section 8CC-10 of the Code; providing for enforcement by civil penalty; providing severability, inclusion in the Code, and an effective date. Set for a public hearing before the Transportation Committee on 9/9/2026 at 9:00 a.m. Prime Sponsor: Micky Steinberg. Requires municipal notification. The ordinance applies to both incorporated and unincorporated areas of Miami-Dade County. It requires a permit from the Department of Transportation and Public Works for operation. It sets speed limits: 10 mph on sidewalks, 6 mph in high-pedestrian areas, 5 mph in crosswalks. It requires equipment including lights, reflectors, audible alert system, braking system, obstacle detection, unique identification number, geofencing, and automatic stop feature. It prohibits operation in school zones during enforcement times, staging or storage in public right-of-way, obstructing pedestrian travel, parking for more than 10 minutes unless actively delivering, parking in crosswalks, parking on ADA warning pads, and impeding pedestrian access to crosswalks, curb ramps, ADA ramps, ADA warning pads, fire hydrants, transit stops or stations, and bus loading locations. It requires insurance of at least $100,000 general liability. Civil penalties: $500 for failure to obtain insurance, $500 for operation without a permit, $250 for first offense and $500 for second or subsequent offense for any other violation. Effective ten days after enactment unless vetoed.
