Miami-Dade County Board of County Commissioners adopted Resolution R-651-26 (File Number 260871) on 7/21/2026, authorizing establishment of Prequalification Pool No. EVN0025344 for Hydraulic Parts, Supplies, and Repair Services, with a total allocation of $31,400,591.00 for an eight-year term for multiple County departments. The pool replaces Prequalification Pool No. RTQ-00580. The pool is countywide in scope. Seven vendors are prequalified for the pool, including six local firms and two certified Small Business Enterprise (SBE) firms. The pool is structured into Group 1 (Hydraulic Parts and Supplies) and Group 2 (Hydraulic Repair Services). The County Mayor or designee is authorized to exercise all provisions of the solicitation documents and resulting contracts, add vendors to the pool at any time subject to bi-annual Board ratification, and any contract award exceeding $5,000,000.00, or $1,500,000.00 for Miami-Dade Aviation Department, must be ratified by the Board. The item was forwarded to the Board with a favorable recommendation by the Infrastructure, Innovation & Technology Committee on 6/10/2026. The fiscal impact for the eight-year term is $31,400,591. The current pool has an allocation of $16,171,638 for an eight-year and three-month term and expires on October 31, 2026. The increased allocation reflects higher demand, inflationary adjustments, and the need to replace or refurbish aging County parts. The Department of Transportation and Public Works' (DTPW) allocation has increased due to expanded operational demands, including the planned opening of the South Dade Transit Operations Center in November 2026. Department allocations are as follows: Aviation $1,245,000; Corrections and Rehabilitation $35,000; Fire Rescue $500,000; Parks, Recreation and Open Spaces $630,000; People and Internal Operations $7,900,000; PortMiami $522,500; Solid Waste Management $50,000; DTPW $10,944,000; Water and Sewer $9,574,091. A Request to Qualify was issued on November 14, 2025, and by the closing date of December 12, 2025, the County received 12 submittals, including eight from local firms. Vendors not prequalified include Kato Tools, LLC, Kaye Industrial Group, LLC, Motion Industries, Inc., Performance Diesel Expert, and Truckpro Holding Corporation. The Living Wage Ordinance does not apply. The two percent User Access Program applies where permitted by funding source. Small Business Enterprise measures and Local Preference will be applied at time of spot market competition where permitted by funding source.
