LANDFILL GAS CONVERSION

The Board of County Commissioners adopted Resolution R-656-26 (File Number 261339) directing the County Mayor or designee to negotiate a non-competitive, revenue-generating contract for a landfill gas conversion facility at the South Dade Landfill site, subject to filing a waiver of formal bid procedures, and to bring the negotiated contract back to the Board for approval. This action was taken after the County Mayor recommended rejecting all proposals received under RFP No. EVN0019329, as all five proposals were deemed non-responsive by the County Attorney's Office. The original recommendation to reject all proposals was amended by the Policy Council. The resolution also directs that if the bid waiver is not filed, the County Mayor must provide a report to the Board by September 1, 2026, explaining why. The new solicitation will likely be for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not a viable site. The cost to the developer to design and build each facility was estimated to be over $30,000,000. The resolution was adopted on July 21, 2026.
