LANDFILL GAS CONVERSION

The Board of County Commissioners adopted Resolution R-656-26 (File Number 261339) directing the County Mayor or designee to negotiate a non-competitive, revenue-generating contract for a landfill gas conversion facility at the South Dade Landfill site, subject to filing a waiver of formal bid procedures. This action was taken after the County Attorney's Office deemed all five proposals received under RFP No. EVN0019329 non-responsive. The original staff recommendation to reject all proposals was amended by the Policy Council. The resolution directs the County Mayor to bring back a negotiated contract for approval, or alternatively, if the bid waiver is not filed, to provide a report to the Board by September 1, 2026. The new solicitation will likely be issued for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not a viable site. The cost to the developer to design and build each facility was estimated to be over $30,000,000. The final action was adoption on July 21, 2026.
