LAP AGREEMENTS FOR SAFE ROUTES TO SCHOOL IMPROVEMENTS

Resolution ratifying two Local Agency Program Agreements with the Florida Department of Transportation for Safe Routes to School projects, cumulatively valued at $268,753, and authorizing the County Mayor or designee to execute contracts, amendments, and apply for, receive, and expend additional funds. Adopted by the Board of County Commissioners on 7/21/2026. The agreements provide design services for improvements at North Miami Beach Senior High School and Homestead Middle School. The projects are funded under LAP agreements to enhance transportation safety, mobility, and connectivity. The agreements are on file with the Work Program Office of the Department of Transportation and Public Works and available upon request. The total value for the design of improvements under the two LAP Agreements is $268,753. Upfront funding to support the projects is provided through the Department of Transportation and Public Works (DTPW) General Fund allocation, which will be reimbursed by FDOT in accordance with the LAP Agreements. Dalila Fernandez, P.E., School Section Head, DTPW will monitor the design phase of the Safe Routes to School projects. The program was authorized in August 2005 by Section 1404 of the Federal Transportation Act. The Miami-Dade County Public Schools (MDCPS) submitted applications for schools located in the County to FDOT for consideration within the SRTS Program. Factors used to select the schools include proximity to traffic accidents involving juvenile pedestrians, the potential for attracting new walk trips, and geographic distribution. Since MDCPS is not a LAP-certified agency, it partnered with DTPW in order to obtain and take advantage of available federal funds. DTPW shall oversee the design of the projects and upon completion submit invoices to FDOT's District Six LAP Administrator for approval and reimbursement.
