The Board of County Commissioners adopted Resolution R-693-26 (File Number 261327) on July 21, 2026, approving a Professional Services Agreement (PSA) with Kimley-Horn and Associates, Inc. for the Ludlam Trail Development Project. The contract amount is not to exceed $9,533,563.00, inclusive of a contingency allowance of $843,960.00, with a term of 1,825 calendar days. The project will transform a 5.6-mile segment of the former Florida East Coast Railroad into a continuous, publicly accessible shared-use trail. The scope includes design and post-design services, civil engineering, highway systems, shared-use bicycle and pedestrian trail with pavement markings, park and neighborhood connections, street and canal crossings, signage, site furnishings, access control measures, contamination remediation coordination, site preparation, installation of shade trees, and integrated landscaping. The project will obtain ENVISION Silver certification. Funding sources include Road Impact Fee and SOB 20C. The contract is project-specific. The County Mayor or designee is authorized to execute the agreement and approve contingency expenditure limited to 10 percent of the base contract amount.
