Resolution approving award of a competitive revenue-generating contract, Contract No. EVN0002968, Passenger Lounge at MIA, to AD Partnership, LLC with projected revenue of $93,800,000.00 for a 15-year term for Miami-Dade Aviation Department. The lounge will be located on the third floor of Concourse E at Miami International Airport, above Gate E7. The proposed concept is the Chase Sapphire Lounge by The Club, a common-use and membership-based lounge. The contract was introduced on 5/14/2026, forwarded to the Board of County Commissioners with a favorable recommendation by the Aviation and Seaport Committee on 6/8/2026, and adopted by the Board of County Commissioners on 7/21/2026. The applicant, AD Partnership, LLC, is non-local with a principal address of 7950 Legacy Drive Suite 700 Plano, TX, 75204. The vendor will pay 40 percent of gross revenues across applicable revenue categories and an annual privilege fee of approximately $3.46 million. The contract requires the vendor to install a new passenger elevator and related access improvements. The RFP was issued on July 14, 2025, with a closing date of October 7, 2025. Seven proposals were received; four were deemed non-responsive by the County Attorney's Office on November 12, 2025. Negotiations commenced on December 10, 2025, and concluded on April 17, 2026. The vendor is responsible for all capital investment and build-out costs. The lounge will offer premium seating areas, complimentary food and beverage service, made-to-order menu options, a full-service bar, Wi-Fi, business amenities, televisions, quiet areas, and other hospitality services. Lounge access will be available through memberships and day passes and will not be exclusive to any single airline.
