Resolution adopted on 7/21/2026 waiving competitive bidding to approve a Programming Partnership Operating and Management Agreement between Miami-Dade County and Pelican Harbor Seabird Station, Inc. (PHSS) for continued operation of the Pelican Harbor Seabird Station at Pelican Harbor Marina for care of sick and injured seabirds, term through April 1, 2027, with yearly fees of $300.00. PHSS has operated at this location since 1990 and will relocate to a new facility on or before April 1, 2027. The agreement allows PHSS to remain on County property until construction of the new facility is complete. The County will continue to incur no operating expenses but will incur utility charges. PHSS cares for around 2,700 native wildlife patients per year, totaling around 70,000 bird lives impacted over the life of the lease.
