Miami-Dade County Board of County Commissioners adopted Resolution R-605-26 (File Number 260909) on July 21, 2026, approving a Professional Services Agreement (PSA) with CES Consultants, Inc. for Contract No. E25AV01E. The contract is part of a pool of five architectural and engineering consultants to provide general engineering and inspection services for the Miami-Dade Aviation Department at Miami International Airport. The combined maximum amount is $41,353,125.00 for a term of five years with one five-year renewal option. The work is assigned by MDAD on a rotational basis with no minimum amount of work or compensation committed to any one firm. The contract was recommended by the Aviation and Seaport Committee on June 8, 2026, and forwarded to the BCC with a favorable recommendation. The contract includes a 10 percent contingency of $3,750,000.00 and $103,125.00 for the Office of the Inspector General. The scope includes routine construction inspection, threshold inspection, commissioning, quality assurance, progress reporting, and performance documentation for CIP projects including construction and renovation of buildings, civil projects from roadways to airfield aprons, and installation and upgrade of mechanical and electrical equipment. The contract is funded by future financing and the Reserve Maintenance Fund. The work will begin only after the Aviation Department issues a service order. CES Consultants, Inc. is located at 3150 SW 38th Ave, Suite 450, Miami, FL 33146. Sub-consultants are Cueto Engineering, LLC, EXP US Services, Inc., and Gurri Matute, P.A. The other four agreements in the pool are HDR Engineering, Inc. (E25AV01A), Ardurra Group, Inc. (E25AV01B), Nifah & Partners Consulting Engineers, Inc. (E25AV01C), and EAC Consulting, Inc. (E25AV01D).
