The contract is for professional architectural and engineering inspection services and commissioning services in support of Capital Improvement Program (CIP) projects for the Miami-Dade Aviation Department (MDAD), including construction and renovation of buildings, civil projects ranging from roadways to airfield aprons, and installation and upgrade of mechanical and electrical equipment. The PSA is the fifth of five agreements recommended for award; the other four are HDR Engineering, Inc. (Contract No. E25AV01A), Ardurra Group, Inc. (Contract No. E25AV01B), Nifah & Partners Consulting Engineers, Inc. (Contract No. E25AV01C), and EAC Consulting, Inc. (Contract No. E25AV01D). The contract amount includes a 10 percent contingency of $3,750,000.00 and $103,125.00 for the Office of the Inspector General (OIG). The base contract amount is $25,000,000.00 with a contingency allowance of $2,500,000.00 and an Inspector General fee of $68,750.00; the OTR contract amount is $12,500,000.00 with a contingency allowance of $1,250,000.00 and an Inspector General fee of $34,375.00. The Request to Advertise was filed on August 18, 2025; sixteen proposals were received by October 14, 2025; one firm, Apex One Home Inspections Corp., was deemed non-compliant. The Competitive Selection Committee (CSC) evaluated proposals on January 13, 2026, and recommended the fifth highest-ranked firm, CES, to negotiate this PSA. Negotiations began March 3, 2026, and concluded March 10, 2026. The vendor principal address is 3150 SW 38th Ave, Suite 450, Miami, FL 33146. Sub-consultants are Cueto Engineering, LLC, EXP US Services, Inc., and Gurri Matute, P.A. The Aviation and Seaport Committee forwarded the item to the Board of County Commissioners with a favorable recommendation on June 8, 2026. The item was introduced on May 18, 2026. The work authorized by this PSA will begin only after the Aviation Department issues a service order to CES. The five-year term becomes effective upon execution of the agreement by all parties. The impact of this agenda item is county-wide as the airport is a regional asset, although MIA is in District 6, represented by Commissioner Natalie Milian Orbis. No public comment or stakeholder sentiment is stated in the document.
