Board of County Commissioners · 2026-07-21 · resolution

Miami-Dade County Board of County Commissioners adopted Resolution R-653-26 (Legislative Item File Number 260889) on July 21, 2026, authorizing a five-year extension with $184,000,000 in additional expenditure authority for Prequalification Pool No. FB-01645P, Rail/Mover Parts and Services, for the Department of Transportation and Public Works. The total modified cumulative pool amount is $297,621,000. The pool was originally established on October 5, 2021 via Resolution No. R-896-21 for a five-year term. The pool expires on October 31, 2026, and with approval, will expire on October 31, 2031. The existing cumulative allocation is $113,621,000. Any contract award under the pool exceeding $5,000,000.00 is subject to ratification by the Board. The pool has 37 active pre-qualified vendors, of which 11 have local addresses, including two certified Small Business Enterprise (SBE) firms. The pool is open, allowing new vendors to be added on a continuous basis. The item was forwarded to the Board with a favorable recommendation by the Transportation Committee on June 9, 2026. The requester is Strategic Procurement. The impact is countywide. The pool supports purchasing equipment, components, parts, and maintenance services for Metrorail and Metromover systems. The pool was expanded beyond only Original Equipment Manufacturer (OEM) parts to pre-qualify vendors to provide aftermarket parts. A Request for Information (RFI) was issued via the County's INFORMS platform, distributed to 120 vendors, and as a result, two vendors were added to the pool. Due diligence was conducted on all prequalified vendors with no adverse findings. The pool is meeting DTPW's needs with healthy participation from prequalified vendors. The pool requirements are not anticipated to change. Outreach efforts were conducted to identify additional qualified vendors. The extension will allow existing prequalified vendors to remain in the pool provided they continue to meet requirements. The pool will remain open for new vendors. The funding source is DTPW Operating / Federal Funds FY 2025-26 Adopted Budget, Volume 2, Page 132, Other Operating. Saba Musleh of the Strategic Procurement Department (SPD) is the Negotiator. The two percent User Access Program applies where permitted by funding source. Small Business Enterprise measures and Local Preference will apply at time of spot market competition where permitted by funding source. The Living Wage Ordinance does not apply. No public comment or stakeholder sentiment is stated in the document.
