Resolution ratifying Change Order No. 1 to Contract No. S-930B between Miami-Dade County and Daniel O'Connell's Sons, Inc. for construction of ST-2D-B South District Wastewater Treatment Plant (SDWWTP) Substations 5/6 and 15/16. The change order grants a 622-day non-compensable time extension with no additional fiscal impact. The project increases the plant's permitted average annual daily flow from 112.5 to 131 million gallons per day (MGD) and peak flow capacity from 285 MGD to 305 MGD. The project consists of construction of two new electrical substations, installation of new electrical equipment duct banks, and associated infrastructure to redistribute electrical loads of oxygenation trains 1 through 8. Substantial Completion Date extended from June 10, 2023 to February 21, 2025; Final Completion Date extended from July 22, 2023 to April 4, 2025. Adopted by the Board of County Commissioners on July 21, 2026.
