Miami-Dade County Board of County Commissioners adopted Resolution R-661-26, File Number 260946, approving an Interlocal Agreement among Broward, Miami-Dade, Monroe, and Palm Beach Counties for services related to the Southeast Florida Regional Climate Change Compact by the Institute for Sustainable Communities. The agreement provides for Monroe County to contribute a total of $30,000.00 and Miami-Dade, Palm Beach, and Broward Counties to contribute a total of $285,000.00 each over a three-year period during fiscal years 2027-2029. Broward County will retain and supervise the Institute for Sustainable Communities on behalf of the four counties. The resolution authorizes the County Mayor or designee to execute the agreement, exercise termination provisions, approve extensions of time under certain conditions, and select Miami-Dade representatives to the Compact Leadership Committee. The item was introduced on 5/20/2026, forwarded to the Board of County Commissioners with a favorable recommendation by the Recreation, Tourism, and Resiliency Committee on 6/9/2026, and adopted on 7/21/2026. The current ILA expires on September 30, 2026, and this ILA replaces that agreement. The total annual cost of the Broward-ISC agreement for the participating counties is $295,000. The Compact's work encompasses and benefits the entire Southeast Florida region and has a countywide impact. The Chief Resilience Officer and Director of the Department of Environmental Resources Management, Loren Parra, will be responsible for monitoring the Interlocal Agreement. The Compact has enabled the region to secure nearly half the funding awarded by the Resilient Florida Grant Program in the first several years and has served as a model for others in the state, prompting the formation of nearly half a dozen collaboratives. The Compact has provided the basis for projects including the construction of the C-51 Reservoir Project and the establishment of the Coral Reef Conservation Area. The ILA continues a partnership effectuated through previous agreements approved by the Board since 2016, including resolutions R-637-16, R-520-18, R-398-20, R-1248-20, R-755-23, and R-1221-25.
