Miami-Dade County Board of County Commissioners approved a non-competitive designated purchase for Transit Performance Analysis Software (Contract No. BW-10026) provided exclusively by Swiftly, Inc. This approval grants an additional five years to the contract term, extending it through August 31, 2031, and authorizes an additional expenditure of $5,307,410.00. The total modified contract value will be $10,031,578.00. This extension is necessary to ensure continuity of critical transit operational and customer-facing services during the procurement and multi-year implementation of a replacement Transit Computer Aided Dispatch and Automated Vehicle Locator (CAD/AVL) system. Competition is deemed not practicable due to the proprietary nature of the software and the significant time and resources required for an interim alternative. A Request to Advertise for the replacement system is anticipated in late 2026. The decision required a two-thirds vote of the Board members present.
