PORT OF MIAMI CRANE MANAGEMENT, INC.
Miami-Dade County Board of County Commissioners (BCC) is considering Resolution File Number 261160, which proposes waiving competitive bidding to approve and execute Amendment No. 3 to the 2012 Container Handling Crane Maintenance Management Agreement between Miami-Dade County and Port of Miami Crane Management, Inc. (PMCM). This amendment would provide five additional one-year renewals for the agreement. The estimated annual cost is $25,287,000.00, totaling $126,435,000.00 if all renewal options are exercised. PMCM, a Florida not-for-profit corporation created and funded by the County, is deemed uniquely qualified to manage the maintenance of the County's seaport gantry cranes and other cargo handling equipment, including Rubber-Tired Gantry Cranes (RTGs) and Passenger Boarding Bridges. The Aviation and Seaport Committee forwarded the item to the BCC with a favorable recommendation. The item is scheduled for the Board's agenda on September 1, 2026.

RESOLUTION APPROVING FIRST AMENDMENT TO LAND EXCHANGE
Miami-Dade County Board of County Commissioners approved the first amendment to a land exchange agreement between Miami-Dade County and Miami-Dade College. The amendment modifies conditions for the exchange of two parcels of land. The original agreement, approved in December 2024, involved the Public Health Trust of Miami-Dade County needing a portion of the College's land (Folio No. 01-3135-106-0010) for parking to support its Emergency Department Expansion Project. In exchange, the County would convey a portion of its land (Folio No. 01-3135-061-0010) to the College. The first amendment removes the requirement for the Public Health Trust to obtain a No Further Action Letter from DERM as a closing condition, modifies environmental remediation provisions, adjusts the closing date definition, and establishes an effective date for the amendment. The parties will cooperate post-closing to exchange information regarding pre-closing environmental remediation and replat efforts. The amendment was introduced on July 7, 2026, and approved by the Safety and Health Committee on July 13, 2026. The final action date is not stated, but the agenda date was September 1, 2026.

RESOLUTION APPROVING FIRST AMENDMENT TO LAND EXCHANGE
Miami-Dade County Commissioners approved the First Amendment to a Land Exchange Agreement between Miami-Dade County and the District Board of Trustees of Miami-Dade College. The amendment modifies the original agreement, primarily by removing the condition that the Public Health Trust obtain a No Further Action Letter from DERM for environmental remediation on the County Parcel. Instead, the Public Health Trust has remediated the County Parcel to an acceptable condition, and parties will continue groundwater monitoring post-closing. The amendment also revises the closing date definition and adds provisions for post-closing cooperation on information exchange. This facilitates the closing of the exchange so the College Parcel can support the Public Health Trust's new Emergency Department project.
