Miami-Dade County Board of County Commissioners resolution authorizing an additional expenditure authority of $12,879,707.00 for a total modified cumulative pool amount of $18,896,707.00 for Prequalification Pool No. EVN0000187, Dewatering and Tank Cleaning Services, for the Water and Sewer Department. The pool was established on October 3, 2023, through Resolution No. R-871-23 and modified through Resolution No. R-556-25, for a five-year term, currently valued at $6,017,000. The pool expires on November 30, 2028. The additional authority is for WASD, the largest user, to continue purchasing services including tank cleaning, sludge removal, dewatering, vacuum truck services, hydro-excavation, and related maintenance. The item was forwarded to the BCC with a favorable recommendation by the Infrastructure, Innovation & Technology Committee on 7/15/2026. Agenda date is 9/1/2026. Any contract award under the pool exceeding $5,000,000.00 is subject to ratification by the Board. The Central District Wastewater Treatment Plant (CDWWTP) at Virginia Key experienced reduced treatment capacity due to failures affecting its oxygen production systems, leading to a temporary dewatering system at the North District Wastewater Treatment Plant (NDWWTP) with expenditures exceeding $2 million. The funding will also support cleaning of 10 contact basins at the Alexander Orr, Hialeah, and Preston Water Treatment Plants. Prequalified vendors include Envirowaste Services Group, Inc., Flotech Environmental, LLC (SBE), Merrell Bros., Inc., Synagro South, LLC, and U.S. Submergent Technologies, LLC. A settlement agreement between the County and Synagro South, LLC via Resolution No. R-769-23 resolved litigation without impacting Synagro's ability to conduct business. The two percent User Access Program applies where permitted by funding source. Small Business Enterprise measures will be determined prior to advertising each spot market competition. The Living Wage Ordinance does not apply.
