The Miami-Dade Board of County Commissioners is considering a resolution to reject all proposals received in response to Request for Proposals (RFP) No. EVN0019329 for the Development of Landfill Gas Conversion Project for the Department of Solid Waste Management. The project was to design, build, finance, operate and maintain a Renewable Natural Gas (RNG) system at the South Dade Landfill and North Dade Landfill sites. All five proposals received were deemed non-responsive by the County Attorney's Office. The resolution was introduced on 3/23/2026, amended by the Policy Council on 7/13/2026, and the amended version is in Legislative File No. 261339. The staff recommendation is to approve the rejection and resolicit, likely for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not viable. The estimated cost to the developer to design and build each facility was over $30,000,000. The five vendors who submitted proposals were Apex One Home Inspections Corp., Mobius Fuels, LLC, Nopetro Energy, Sagepoint Energy Landfill Holdco, and Waga Energy, Inc. The South Dade Landfill is located at 23707 SW 97th Avenue, Homestead, FL. The North Dade Landfill is located at 21500 NW 47th Avenue, Miami, FL. The RFP was issued on July 8, 2025, the closing date was October 15, 2025, and the County Attorney deemed all proposals non-responsive on December 29, 2025. The resolution has no fiscal impact to the County for the rejection.
