LANDFILL GAS CONVERSION

The Board of County Commissioners is considering a resolution to reject all proposals received under Request for Proposals No. EVN0019329 for the Development of Landfill Gas Conversion Project for the Department of Solid Waste Management. The project was to design, build, finance, operate and maintain a Renewable Natural Gas (RNG) system at the South Dade Landfill and North Dade Landfill sites. All five proposals received were deemed non-responsive by the County Attorney's Office. The rejection will allow the County to update the solicitation and resolicit under full and open competition. The new solicitation will likely be for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not a viable site. The cost to the developer to design and build each facility was estimated to be over $30,000,000. The item was amended at the Policy Council meeting on 7/13/2026, and the amended version is in Legislative File No. 261339.
