Resolution rejecting all proposals received in response to RFP No. EVN0019329 for the Development of Landfill Gas Conversion Project for the Department of Solid Waste Management. The project was to design, build, finance, operate and maintain a Renewable Natural Gas (RNG) system at the South Dade Landfill and North Dade Landfill sites. All five proposals were deemed non-responsive by the County Attorney's Office. The rejection allows the County to update the solicitation, likely for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not viable. The cost to the developer to design and build each facility was estimated to be over $30,000,000. The item was amended at the Policy Council meeting on 7/13/2026, with the amended version in Legislative File No. 261339. The resolution was introduced on 3/23/2026. The RFP was issued on July 8, 2025, proposals were received on October 15, 2025, issues were submitted to the County Attorney's Office on November 17, 2025, and the County Attorney's Office deemed all proposals non-responsive on December 29, 2025. The vendors not recommended for award were Apex One Home Inspections Corp., Mobius Fuels, LLC, Nopetro Energy, Sagepoint Energy Landfill Holdco, and Waga Energy, Inc.
