Jacksonville's council committees took up 6 development related items the week of July 16 to 22, led by a downtown grocery anchored redevelopment and a Northside concrete plant rezoning.

• Jacksonville's Finance Committee took up the ordinance approving a redevelopment agreement with 119 Beaver St W, LLC for a mixed use project downtown. The plan calls for 259 homes over 37,000 square feet of ground floor retail. At least 30,000 square feet of that retail is set aside for a Publix or a similar grocer. The package includes a 75%, 17 year grant of up to $21,412,000 and a $28,250,000 completion grant. A build of this size means years of work for general contractors, concrete crews, electricians, plumbers, and heating and cooling installers. Once open, the grocery anchored building needs cleaning, security, landscaping, and staffing services, and 259 households of new customers arrive downtown with it. • A rezoning before the Land Use and Zoning Committee covers 16.73 acres at Union Heights Road, Bob-o-link Road East, and 7167 Old Kings Road, between Soutel Drive and Mockingbird Road. It would move the land from light industrial to a planned unit development to permit a concrete batch plant with material storage. A batch plant is direct work for concrete and masonry trades and building materials suppliers, plus steady runs for truck drivers and the shops that maintain heavy equipment. • A second rezoning before the Land Use and Zoning Committee covers 0.46 acre at 101 1st Street West and 0 Laura Street downtown. Jacksonville Museum Space, LLC asks to move the property from commercial office zoning to a planned unit development. The goal is a banquet hall and event space under the Karpeles Grand plan. Converting a historic building into an event space means renovation work for carpenters, painters, flooring installers, and electricians first. • The Rules Committee reviewed an ordinance appropriating $390,000.00 from the Mobility Plan for the Trout River Boulevard at New Kings Road intersection: $320,000.00 to design and build new turn lanes and $70,000.00 for new sidewalks and ramps. Road money moves first to civil engineers and site and concrete contractors. Better turn lanes and new sidewalks also make the corridor's storefronts easier to reach, which matters to every business on that stretch of the Northside.
