Northwest Florida logged 33 items on the public record the week of July 19 to 25, 17 of them development work, across 6 jurisdictions.

Escambia County put the most on the record with 9 items. Destin, Pensacola and Santa Rosa County each logged 6, Panama City 4 and Holmes County 2.

The heaviest week belonged to Santa Rosa County. Commissioners called a special meeting on a proposed one year pause on approvals for large data centers, and a regular meeting that moved money toward septic conversions and creek bank work.

Two Destin items are worth a contractor's attention on their own. The council held a first reading on annexing about 2,076 acres, and the bid committee took up a recommendation for continuing electrical services.

Asuntos de agenda y permisos

  • Santa Rosa County commissioners held a special rezoning meeting on a proposed ordinance that would pause approvals for large-scale data centers and large load customer facilities in the unincorporated county for one year. The pause would cover development permits, development orders, rezonings, site plans and other county approvals. A pause of this kind redirects work rather than ending it. Land use attorneys, civil engineers and site planners get immediate work from applicants trying to file ahead of an effective date or to argue an exemption. Electrical contractors, mechanical firms and heavy site work crews who had been positioning for data center work in Santa Rosa should look at neighboring counties instead. Santa Rosa County Commission Special Rezoning Meeting, 2026-07-23
  • Destin City Council held a first reading of Ordinance 26-20-LC, which would annex about 2,076.095 acres of unincorporated land lying east and south of Choctawhatchee Bay in Okaloosa County by the uniform method, and would amend the city charter accordingly. Moving 2,076.095 acres under city permitting and code is the step that comes before development applications. Surveyors, title companies, land use attorneys and civil engineers are engaged first. Utility and site development contractors follow if the city extends water and sewer service into the area. City of Destin Regular City Council Meeting, 2026-07-20
  • At its regular meeting Santa Rosa County commissioners took up a task order to OnSyte Performance, Inc. for septic conversions to distributed wastewater treatment units, funded through Northwest Florida Water Management District grant agreement 26-074. The same agenda carried FWC contract 25121, reimbursing east bank stabilization construction at Mayo Park on Pond Creek for up to $375,000, and amendments to the county code covering right of way permitting and construction. Septic conversion work feeds plumbing contractors, excavation crews and wastewater system installers, and grant funded programs usually run through a short list of approved installers, so getting on that list matters. The $375,000 bank stabilization job means marine and shoreline contractors, geotextile and stone suppliers and heavy equipment operators. The right of way rule changes affect every utility and paving contractor that pulls permits in the county. Santa Rosa County Commission Regular Meeting, 2026-07-23
  • The Escambia County Development Review Committee met on July 22 with a final plat for Heron's Landing Townhomes Phase 2 at 951 Dog Track Road. Pre-application meetings covered Scenic Hills Repositioning at 8891 Burning Tree Road, a Perdido Key Medical Spa at the 13500 block of Perdido Key Drive, a Murphy Oil store at 2500 Wilde Lake Boulevard and a project at 6698 North Palafox Street. Four more were in staff review, including Mobile Highway Maxi-Warehouse at 3227 Mobile Highway, Bagelheads Perdido at 12385 Sorrento Road and Goldenvale at 2500 Kingsport Avenue with 86 lots. This one agenda names nine separate projects with an address each. A townhomes phase and an 86 lot subdivision mean site work, underground utilities, framing, roofing and finish trades. A medical spa, a fuel and convenience store and a bagel shop each mean commercial buildout, and every one of them needs signage, a point of sale system, commercial insurance and an accountant when it opens. A self-storage warehouse means concrete, steel and security systems. Escambia County Development Review Committee, 2026-07-22
  • The Destin Harbor and Waterways Board met on July 23 with the Joe's Bayou Recreational Area Improvements project as its current business item. Waterfront recreation work draws marine contractors, dock and pile builders, dredging operators and the surveyors and permitting consultants who handle state and federal water approvals. Landscaping and site furnishing installers follow once the in-water work is done. City of Destin Harbor and Waterways Board, 2026-07-23
  • The Destin Bid Committee met on July 21 to take up a recommendation on RFB-26-03-PW, Miscellaneous Continuing Services for Electrical. A continuing services contract is a standing agreement a city uses for repeat work without rebidding each job. For electrical contractors in Okaloosa County this is one of the more valuable awards to track, because it produces steady work across the contract term rather than a single project. City of Destin Bid Committee Meeting, 2026-07-21
  • The Pensacola Community Redevelopment Agency held a workshop on July 23 on its proposed FY27 budget, including the recommended budget for the urban core redevelopment fund. A redevelopment agency budget sets what gets funded in the district over the coming year, and that is where facade grants, streetscape work and small infrastructure projects come from. Contractors, designers and property owners inside the urban core district get more out of reading it before the budget is adopted than after. City of Pensacola Community Redevelopment Agency FY27 Budget Workshop, 2026-07-23
  • The Panama City Planning Board held a special meeting on July 20 on two variance requests, including case CPC-PLN-2026-1278 at 1919 Tyndall Drive, which sought to reduce the required 20 foot front setback to 16 feet for a carport. Setback variances are small on their own and useful as a signal, because they show which neighborhoods have owners investing in additions and accessory structures. Residential contractors, carport and garage builders and the surveyors who prepare variance exhibits are the businesses this feeds. City of Panama City Planning Board, 2026-07-20

Y entonces

Qué significa

The week points work in two clear directions. In Santa Rosa County the news is a proposed one year hold on large data center approvals. Firms that had been chasing that work should look elsewhere in the Panhandle. The same county is funding septic conversions and a $375,000 creek bank job that plumbing, excavation and marine contractors can bid now. In Escambia County a single development review agenda named nine projects with addresses, from an 86 lot subdivision to a medical spa and a self-storage warehouse, which is the most concrete list of upcoming construction anywhere in the region this week. Destin is the one to watch over a longer horizon, with a first reading on annexing about 2,076 acres and a continuing electrical services contract up for award.

We collect the public agendas, notices and packets that Northwest Florida governments post, and we count items as they appear on the record. This report covers the seven days from July 19 to July 25, 2026, the most recent week of public records, and nothing is held back for a waiting period. Each item below links to the government document it came from. Counts are counts of items on the record, so one agenda that covers several properties still counts once.
