[11 North Third Street, Jacksonville Beach, Florida] The City Council will consider approving a Memorandum of Agreement with the North Florida Utility Coordination Group for groundwater resource sustainability and water supply planning. This agreement, which has been renewed multiple times since 2009, will be for three years, expiring September 30, 2029. The City of Jacksonville Beach's share of the cost is 1.36% of the total $1,500,000 budget for the agreement term. The City Council will consider approving an invoice payment to WastePro for $27,882.56 for storm cleanup services rendered in 2024 following Hurricane Helene and Tropical Storm Milton. [Near the corner of 6th Avenue North and Palm Tree Road, Jacksonville Beach; case Bid No. 2526-03] The City Council will consider awarding Bid No. 2526-03 to T.G. Utility Company for Parts A and B of the New Water Well #16 and Raw Water Main Extension Project for an amount not to exceed $2,202,938. The project includes clearing land, drilling and testing a new water supply well, installing a pump and piping, and installing approximately 740 feet of 12-inch underground PVC water pipe. The Council will also consider awarding contract administration to Four Waters Engineering for an amount not to exceed $105,524 and approving a reimbursement agreement with Beaches Energy for three-phase service installation for an amount not to exceed $70,000. [case Resolution No. 2216-2026] The City Council will consider adopting or denying Resolution No. 2216-2026, which amends rates, charges, and fees for the Junior Lifeguard Program to include one additional scholarship-based camp session. [case Ordinance No. 2026-8236] The City Council will consider adopting or denying Ordinance No. 2026-8236 on its second reading, which amends Chapter 4, Section 4-5 to establish a two-year pilot program to increase the number of temporary extension of premises permits. [case Ordinance No. 2026-8237] The City Council will consider approving or disapproving Ordinance No. 2026-8237 on its first reading, which amends Chapter 34 Land Development Code, Articles III, V, VI, and VII, and schedules a second reading for June 15, 2026.
