Hammons Park, located at 1304 Lisenby Ave., is a 6-acre neighborhood park. There are no known Deed restrictions. It features a walking park with a small pond and paved parking. [205 Kraft Ave.] Kraft Field, located at 205 Kraft Ave., is a 2-acre field. There appear to be no restrictions on this property per Plat or Deed. It consists of lots 1-12 bounded by Peterson St, Commerce street, James avenue, and Kraft avenue. It was owned by International Paper Company and leased to the Bay Athletic Association until conveyed to COPC by WD in 1979. [3424 15th St.] Lake Huntington Park, located at 3424 15th St., is a 1-acre water access (bayou) park. The Deed Restriction states it was conveyed to the City for park, streets, canals, and other public purposes. There is no right of first refusal or reverter clause. It features public waterfront access and a Community Center Building on the east side of the bayou. [1116 Cherry St and 1132 Cherry St] Lannie Rowe Park includes two parcels: 1116 Cherry St (2.27 acres) and 1132 Cherry St (0.26 acres), totaling 2.6 acres for neighborhood use. There are no known Deed restrictions. These parcels are not platted as a Park or part of the ROW street. It is located in Millville on Watson Bayou and includes a separate 0.31-acre vacant waterfront parcel. Amenities include a playground and sand volleyball court. [2020 17th St W] Oak Grove Field, located at 2020 17th St W, is a 4.9-acre field. There are no known Deed or Plat restrictions for this parcel. It is dedicated to educators Robert and Mary Cain and contains bleachers. [1900 11th St W] Oakland Terrace Park & Recreation Center, located at 1900 11th St W, is a 6.8-acre community center and recreational complex. County Deed Restrictions require it to provide park and related recreational opportunities to the public, prohibit alcoholic beverages, and be available as a public voting place at no cost. It features a playground, community center, tennis, basketball, and pickleball courts, and one ball field. A $15,000.00 donation from United Way is designated for ADA Compliant Playground Equipment to be installed in 2026. [Fortune Avenue] Oakland Terrace Ball Fields, located on Fortune Avenue, is a 10-acre parcel with four ball fields. There are no known Deed or plat restrictions. New Batting Cages valued at $17,182.00 are to be installed in 2025. This parcel was part of a larger 20-acre parcel conveyed to the City. [2715 10th St W] Oaks by the Bay Park, located at 2715 10th St W, is a 5-acre waterfront passive park. [530 Jenks Ave.] Panama City Skate Park, located at 530 Jenks Ave., comprises two parcels totaling 0.91 acres. The skatepark occupies 0.2 acres. [3800 19th St W] Sweetbay Wetlands Park, located at 3800 19th St W, is a 5.8-acre neighborhood park. A FCT Grant Agreement restricts the park to passive outdoor recreation and requires FCT approval for conveyance. This park contains wetlands. Easements for an outfall ditch, drainage, and Gulf Power Co. are recorded. [2629 10th St W] Truesdell Park Clubhouse, located at 2629 10th St W, is a 1.5-acre neighborhood/playground/clubhouse facility. A 1933 Deed restriction mandates use as a municipal park with a reverter clause if abandoned. A narrow strip of Lot 16 was conveyed separately in 1991 without a park use restriction. The park is being revitalized through CDBG-DR grant funds, with an estimated cost of $750,000. An FRDAP grant is being researched to fund the playground. [12th St & Bayview Ave.] Villa Gateway Park is located at 12th St & Bayview Ave. and is a 0.2-acre Bay waterfront pocket park/12th Street end. The Plat of St Andrews Bay dedicates this as a street. It is the 12th St (fka Auburn Ave) right of way that ends at the Bay shoreline. [Bus 98 & Bay Ave.] Whittington Park, located at Bus 98 & Bay Ave., is a 1.2-acre neighborhood park. It is part of FDOT right of way under FDOT Use Permit #18706 executed 9/3/1987. This park received Millville CRA funds for improvements. Amenities include a Dolphin waterfountain and a Water Easement for a 4" water well. [Bay Avenue & 14th St.] Woods Ballfield, located at Bay Avenue & 14th St., is a 2.5-acre neighborhood ballfield. There are no Plat restrictions for this parcel, and no apparent restrictions in the Deed of Exchange. An easement to FPL is recorded. The City conveyed a parcel by WD recorded Nov 29, 1972, that requires further review to determine its effect on this parcel. The City of Panama City is developing a Land Disposition Policy for Affordable Housing to facilitate the development of affordable housing on City-owned properties. The policy outlines two potential approaches: selling parcels on the open market (Option 1) or requesting proposals from builders and providing property at zero cost or at cost to the Housing Department (Option 2). Option 2 involves builders constructing and selling affordable houses to eligible buyers within a year, with criteria including minimum specifications and builder experience. The policy aims to increase affordable housing units, support the SHIP Program, prioritize households up to 120% AMI, promote infill development, ensure equitable access, encourage resilient construction, and foster partnerships with developers committed to long-term affordability. [1218 College Avenue and 2151 E 11th Street] The City of Panama City is considering the sale of two vacant City-owned parcels totaling approximately 37 acres. The parcels are located at 1218 College Avenue (7.35 acres) and 2151 E 11th Street (29.69 acres), both zoned Urban Residential 2. The properties were formerly leased by Coleman American Moving Services until November 2021. City Engineers have determined most of the land is developable. Staff and CBRE Real Estate recommend listing the properties for sale to achieve their highest value and best use. Offers will be brought back for commission approval at a later date. The sale is expected to generate General Fund Revenue to replenish reserves and supplement the FY27 budget. [Panama City, Florida; case Task Order No. 06, Resolution No. 20260512.2] The City of Panama City is initiating a feasibility study for a new Solid Waste (SW) Transfer Station. The current practice of transporting waste over 50 miles round trip to Steelfield Landfill is inefficient and costly. A transfer station could provide a more feasible solution, save money, increase efficiency for the Environmental Services Division, and offer a local dump location for citizens. The study, to be conducted by Kimley-Horn and Associates, Inc. for $95,000, will evaluate possible locations, rate impacts, and benefits to other municipalities and private haulers. The study will include limited property due diligence, cost analysis, fee structure and rate impact research, and project management. It is expected to take approximately four months to complete and will evaluate up to four properties. The City's Environmental Services Fund reserves will be used to fund the study. [1218 College Avenue; case PB 22-66] The City of Panama City is annexing approximately 7.35 acres of city-owned vacant land located at 1218 College Avenue. The property is currently classified as city vacant by Bay County. The annexation is for the purpose of utilizing City services. The Planning Board recommended approval unanimously on July 11, 2022, and the City Commission gave final approval on August 23, 2022. The land use will change from Bay County's Residential and General Commercial (Residential-2 and Plaza Commercial, C-2) to Panama City's Urban Residential (UR) and Urban Residential-2 (UR-2). The UR-2 zoning allows for high-density residential development and neighborhood commercial uses up to 20,000 square feet. The eastern portion of the property is in FEMA flood zones AE 27 and AE 28 and has jurisdictional wetlands. County water and sewer appear to be available. [1218 College Avenue; case PB 22-66] The City Commission approved Ordinance 3085.2, amending the Future Land Use Map to designate the property at 1218 College Avenue as Urban Residential. The change is from County Residential and County General Commercial to City Urban Residential. The Planning Board recommended approval on July 11, 2022, and the City Commission held first reading on August 9, 2022, with final reading and adoption on August 23, 2022. The amendment becomes effective 31 days after adoption. [2151 E 11th Street; case PB 22-67] The City Commission approved Ordinance 3086.1, amending the Future Land Use Map to designate the property at 2151 E 11th Street as Urban Residential. The change is from City Public Institutional to City Urban Residential. The Planning Board recommended approval on July 11, 2022, and the City Commission held first reading on August 9, 2022, with final reading and adoption on August 23, 2022. The amendment becomes effective 31 days after adoption. The City Commission is considering approving Federal Change Order No. 3 for the Martin Theatre project, totaling $1,187,519.06, which includes a non-federal deduction of ($1,252,496.00) and a federal increase of $2,440,015.06. The total contract amount will increase to $34,851,102.62. The non-Federal cost share will decrease to $1,133,238.17. The change order covers moving allowance items, overage costs, and additional items for lighting, the Tennessee & Ritz building, elevator, orchestra pit, structural steel, and electrical.
