Community Redevelopment Agency Agenda Packet, May 11, 2026

[1015 North E Street; case 26-492] The City of Pensacola Community Redevelopment Agency (CRA) met on May 11, 2026. Key action items included recommending approval of a lease agreement for a childcare program at 1015 North E Street, approving a fee waiver for the Tall Ship ELISSA docking at Plaza de Luna from May 22-25, 2026, and reallocating $15,000 for supplemental landscape design services for the Bayfront Trail Improvement Project. The meeting also included updates on various projects and financial reports. [case 26-406, 26-408, 26-276, 26-410, 26-79] The City of Pensacola Community Redevelopment Agency (CRA) met on April 6, 2026. The meeting included updates on the South Palafox Pedestrian Improvements Project, noting it was approaching its incentivized completion date of May 24, 2026. An update on the Hawkshaw Project indicated developers were scheduled to meet with the Planning Board for final approval. The CRA also authorized $25,000 for the Palafox Pier fountain project and reallocated $95,000 to the Alcaniz Streetscape Improvement Project. Fee waivers were approved for the USCGC EAGLE and USCGC DOLPHIN docking at Plaza de Luna from May 22-25, 2026, and May 8-11, 2026, respectively. A pilot program policy for affordable housing small-scale rental development was approved. [case 26-488] The City of Pensacola Community Redevelopment Agency (CRA) met on May 11, 2026, to review the FY2025 Comprehensive Financial Report. The report, prepared by the Financial Services Department and independent auditors, covers the year ended September 30, 2025. The auditors issued an unqualified opinion, indicating the financial statements are fairly represented. The report details the agency's financial position, including net position, fund balances, revenues, and expenditures across various funds (CRA Fund, Eastside Tax Increment Financing District Fund, Westside Tax Increment Financing District Fund, and CRA Debt Service Fund). The agency's net position was negative $42,527,334 as of September 30, 2025, an improvement from the previous year. Total revenues increased by $1,763,453, largely due to a $1,706,991 increase in tax increment revenues from increased property values. Agency expenditures decreased by $1,429,969, mainly due to fewer completed community redevelopment projects. [PO Box 12910, Pensacola, Florida 32521] This document is a financial report for the City of Pensacola Community Redevelopment Agency (CRA) for the fiscal year ending September 30, 2025. It details the agency's financial position, including revenues, expenditures, assets, liabilities, and net position across its various redevelopment districts (Urban Core, Eastside, Westside). The agency primarily relies on Tax Increment Financing (TIF) revenues. The report outlines planned budget increases for TIF revenues in fiscal year 2026: 2% in Urban Core, 13% in Eastside, and 10% in Westside. Focus areas for redevelopment projects include affordable housing, complete streets, parks, public spaces, and residential/commercial property improvements. The document also details various interlocal agreements for services and debt repayment, including bonds for the Eastside, Westside, and Urban Core redevelopment areas. Specific bond details include amounts, interest rates, maturity dates, and revenue sources for repayment. The agency has a significant net position deficit, primarily due to long-term obligations that do not result in agency assets. [1015 North E Street, Pensacola, Florida; case 26-492] The City of Pensacola Community Redevelopment Agency (CRA) is recommending approval of a lease agreement with Community Action Program Committee, Inc. (CAPC) for the Alice S. Williams Library property at 1015 North E Street. CAPC will operate a licensed infant childcare program. The lease is for an initial one-year term at $1.00 per year. This project aligns with the City's Strategic Plan and the CRA's Westside Redevelopment Plan. The property was recently restored using state grant funding and CRA bond proceeds. The City issued Request for Proposal No. 26-004, and CAPC was the sole respondent, selected for its experience and capacity. The agreement requires CAPC to manage program operations, staffing, licensing compliance, and facility maintenance. The CRA will have review and approval authority over proposed modifications, improvements, or maintenance decisions. [222 W. Main Street, Pensacola, Florida 32502; case RFP No. 26-004] This document outlines the Request for Proposals (RFP) No. 26-004 for Alice S. Williams Childcare, issued by the City of Pensacola. It details the requirements for potential contractors, including submission guidelines, evaluation criteria, and legal stipulations. Key requirements for bidders include E-Verify system compliance, adherence to Florida laws, possession of necessary licenses and certifications, and specific insurance coverage. The RFP also addresses preferences for Veteran Business Enterprises (VBE), Minority/Women Business Enterprises (MWBE), and Small Business Enterprises (SBE). Addenda clarify requirements such as accepting military/DOD vouchers and obtaining Gold Seal Quality Care Accreditation, with specific timelines for compliance. The document also includes a contract template and a schedule of events leading up to the proposal deadline and award. [1015 N E St, Pensacola, FL; case RFP #26-004] Community Action Program Committee, Inc. has been recommended for award of a contract for the Alice S. Williams Childcare project, RFP #26-004. The project involves the restoration of the Alice S. Williams Library, including ADA upgrades, restroom improvements, parking lot expansion, HVAC replacement, roof repairs, fire and security system upgrades, electrical system repairs, sign replacement, hazardous materials survey and abatement, flooring replacement, interior finishes and door repairs, exterior finishes and sidewalk repairs, replacement of non-historic entrance door and windows with historically appropriate ones, and plumbing upgrades. The project is funded by a $500,000 African-American Historical and Cultural Grant from the State of Florida, Department of State, utilizing federal Coronavirus State and Local Fiscal Recovery Funds. The grant period is from July 1, 2021, to June 30, 2023. The selection committee recommended the award on January 22, 2026, with a notice of intent to award issued on January 23, 2026. A protest period ends January 29, 2026. The Mayor's recommendation will be presented at a future City Council meeting. [1015 N. E Street, Pensacola, Florida 32501; case Request for Proposal Number 26-004 "Alice S. Williams Childcare"] The City of Pensacola (Lessor) has entered into a lease agreement with Community Action Program Committee, Inc. (Lessee) for a property located at 1015 N. E Street, Pensacola, Florida 32501. The lease is for the operation of a licensed childcare facility for infants ages 0-24 months, consistent with Early Head Start. The term of the lease is one year, commencing June 1, 2026, with two one-year extension options. The property must be open and operating by August 12, 2026, and thereafter Monday-Friday, 7:45 a.m. to 4:00 p.m. Lessee is responsible for all maintenance, utilities, and janitorial services. Lessee must also maintain public liability, professional liability, sexual abuse and molestation, and property damage insurance with specific limits, and workers' compensation insurance as required by Florida law. Lessee is responsible for any alterations, changes, or improvements, which require Lessor's prior written approval. The lease incorporates by reference the Scope of Services from Request for Proposal Number 26-004 "Alice S. Williams Childcare". [Plaza de Luna; case 26-464] The Community Redevelopment Agency (CRA) is considering a fee waiver for the docking of the Tall Ship ELISSA at Plaza de Luna from May 22, 2026, to May 25, 2026. This waiver supports public engagement and tours, with an estimated 8,000 to 10,000 visitors expected. The value of the waiver is approximately $3,920.26. [case 26-465] The Community Redevelopment Agency (CRA) is considering Supplemental Budget Resolution No. 2026-16 CRA to re-appropriate unencumbered carryforward allocations for the Urban Core and Eastside CRA for the fiscal year ending September 30, 2026. This involves decreasing appropriations for certain projects and increasing them for others, including streetscape revitalization and affordable housing infill development. [222 W.
