[1015 North E Street; Plaza de Luna; case 26-004 (RFP); WSD3050] The Community Redevelopment Agency (CRA) is considering a lease agreement with the Community Action Program Committee, Inc. (CAPC) for the operation of a licensed infant childcare program at 1015 North E Street. The CRA recommends that the City Council approve this lease, contingent on the CRA's authority to review and approve modifications, improvements, or maintenance decisions, and receipt of all maintenance records. The meeting agenda also includes a waiver of docking fees for the Tall Ship ELISSA at Plaza de Luna from May 22-25, 2026, to support community engagement. Additionally, the CRA will discuss reallocating $15,000 from the Hashtag/Waterfront Development Project to the Bayfront Trail Improvement Project for supplemental landscape design services.
