Approval is contingent upon proof of one municipal garage parking permit at the time of vacation rental registration. Advertising must state that parking is located off-site in the parking garage. [E. Park Avenue; case PZB2026-0010] Approval granted for PZB2026-0010 at E. Park Avenue for the removal of a significant tree in Conservation Overlay Zone 3. Conditions include: arborist report from April 13, 2026, to be on landscape plan, done prior to Certificate of Occupancy, applicant to provide proof of work, plan showing 15-foot front setback, house moved forward accordingly, no fill at rear or around tree, and a licensed arborist on staff. The motion was 5-1. [5 N Whitney Street; case PZB2026-0027] Item 7.b PZB2026-0027 at 5 N Whitney Street, regarding the removal of significant trees within Conservation Overlay Zone 3, was withdrawn by the applicant. [500 Anastasia Boulevard; case PZB2026-0031] Item 7.c PZB2026-0031 at 500 Anastasia Boulevard, regarding the removal of significant trees within Conservation Overlay Zone 3, was continued to the June 2, 2026 meeting at the applicant's request. [Pelican Reef Drive; case PZB2026-0035] Approval granted for PZB2026-0035 at Pelican Reef Drive for a modification of an earlier permit to construct a dock within Conservation Overlay Zones 1 & 2. The dock is considered an accessory structure and cannot be constructed until a house plan is on file. The dock was extended due to shallow water. Ingress/egress changed to the south related to the proposed pool deck. The bulkhead has been built. [Fancher Court; case PZB2026-0036] Approval granted for PZB2026-0036 for the removal of significant trees and significant tree canopy within Conservation Overlay Zone 3. Site plan allows for shifting to save trees. Some trees were in the footprint or declining. Twenty-five laurel oaks on the northeast corner pose a significant risk and are diseased. Efforts should be made to preserve remaining trees. [112 Martin Luther King Avenue; case PZB2026-0038] Recommendation for DENIAL of application PZB2026-0038 for a future land use plan map amendment from Residential Low Density to Commercial Low Intensity. The change was deemed inconsistent with the criteria of policy in the future land use development. Public comment expressed concerns about upzoning a residential area, potential parking problems, noise, and the historical marker. The rezoning from Residential Single Family-Two (RS-2) to Commercial Low-One (CL-1) was also recommended for DENIAL as it would not be compatible with the neighborhood and there was no contiguous zoning in the area.
