The commission unanimously approved the Preliminary Planned Development (PD) Plan & Plat for Blue Water Bay, an applicant D.R. The project includes the construction of a new 17,000 sq. ft. church with a daycare accessory use. The commission unanimously recommended approval of the Rezoning Request for Indian River County Habitat for Humanity, located on the north side of 45th Street, east of 58th Avenue. The request is to rezone 7.79 acres from RS-6 & RMH-8 to RM-6 to allow a mix of affordable housing types, with a density aligning with the M-2 future land use designation (up to 10 units/acre). The applicant stated a 103% increase in construction costs over 4 years and that multifamily and small-unit options help maintain affordability. The PZC will meet again on May 14, 2026, with a public hearing already advertised for Westside Racquet Club.
