Miami-Dade County Commissioners adopted Resolution R-392-26, authorizing a non-competitive designated purchase to exercise a three-year option to renew for Microsoft Software Licensing Solution Partner (Contract No. EVN0000270). This renewal, with an expenditure authority of $57,603,500, brings the total modified contract amount to $105,603,500. The contract is for the Communications, Information and Technology Department (CITD) on behalf of County departments and Constitutional Offices. The renewal is necessary to continue acquiring Microsoft software licenses, maintenance support, and related technology solutions, including cloud-based services like Microsoft Azure, which are critical for countywide operations, cybersecurity, and AI initiatives. The increased cost reflects Microsoft's pricing structure changes, including AI capabilities and enhanced security features. The County engaged in negotiations to secure more favorable pricing prior to Microsoft's scheduled price increases in July 2026. A prior competitive solicitation (ITB No. EVN0031348) was rejected due to changes in operational needs and a shift to cloud infrastructure, with the lowest responsive bidder's pricing matching the negotiated renewal price. The County plans to issue a new competitive solicitation in the future to avoid future designated purchases. The User Access Program, Small Business Enterprise Bid Preference, and Local Preference apply.
