Miami-Dade County Commissioners adopted Resolution R-392-26, authorizing a non-competitive designated purchase to exercise a three-year option to renew for Microsoft Software Licensing Solution Partner (Contract No. EVN0000270) with Crayon Software Experts LLC. This renewal, for the Communications, Information and Technology Department on behalf of County departments and Constitutional Offices, includes an expenditure authority of $57,603,500.00, bringing the total modified contract amount to $105,603,500.00. The renewal is necessary to continue acquiring Microsoft software licenses, maintenance support, and related technology solutions, including cloud-based services like Microsoft Azure, which are critical for County operations, cybersecurity, and AI initiatives. The increased cost reflects Microsoft's pricing structure changes, including AI capabilities and enhanced security features, effective July 1, 2026. The County engaged in negotiations to secure favorable pricing prior to these increases. A prior competitive solicitation (ITB No. EVN0031348) was rejected due to changes in operational needs and a shift to cloud infrastructure, though a price comparison showed the negotiated OTR pricing was equivalent to the lowest responsive bidder of that ITB. The contract, originally approved on May 2, 2023, has a current cumulative allocation of $48,000,000 and expires May 31, 2026. The renewed contract will expire on May 31, 2029. The County Mayor or designee is authorized to exercise all contract provisions. The User Access Program applies, and Small Business Enterprise Bid Preference and Local Preference were applied.
