3) On a case by case basis, the County may allow the use of other methods of buffering where the maintenance of a vegetated buffer is impracticable or impossible. Such other methods shall be limited to construction of a fence of at least ten (10) feet in height or construction of an earthen berm without the vegetative buffer plantings. B.
