Affordable Housing Advisory Committee (Cancelled) · 2026-04-16 · agenda_packet
[101 CHURCH STREET, KISSIMMEE, FLORIDA 34741-5054] The Affordable Housing Advisory Committee (AHAC) meeting agenda for April 16, 2026, includes several items relevant to contractors and trades. Key items include the approval of minutes from the March 19, 2026 meeting, discussion of the Surplus Land Program Policy and a list of City-Owned Vacant Properties (2026), and discussion of the Affordable Housing Fee Reduction Program. The meeting also includes a discussion on proposed changes to the Local Housing Assistance Plan (LHAP). The March 19, 2026 meeting minutes are attached for approval. The Surplus Land Program Policy aims to identify and dispose of surplus land for affordable housing development. The Affordable Housing Fee Reduction Program assists developers with impact fees and other development costs. The meeting will also cover staff comments and updates. The March 19, 2026, meeting of the Affordable Housing Advisory Committee (AHAC) included a presentation on the AHAC Support Initiative by representatives from the Florida Housing Coalition. The initiative aims to help the AHAC transform ideas into strategies, strengthen policy recommendations, provide policy guidance, connect land use planning with housing affordability, and prioritize impactful recommendations. The meeting also reviewed the 'Eleven AHAC Strategies S. 420.9076(4)' and discussed tips for a good AHAC. Survey results on barriers to affordable housing, areas of effective implementation, areas for improvement, other priorities beyond core incentives, administrative hurdles, and additional training/resources were presented. The 2025 Annual Report was reviewed, detailing the status and adoption year of various incentives such as Expedited Permitting, Ongoing review process, Impact Fee modifications, Flexible densities, Printed inventory of public owned lands, and Support of development near transportation/employment hubs. Some incentives like Reservation of infrastructure, Reduction of parking and setbacks, and Allowance of flexible lot sizes were not adopted. The report also covered Definition of Affordable Housing, Community Land Trust, and Accessory Dwelling Units. A discussion ensued regarding takeaways from the February meeting and specific strategies for the AHAC support initiative. [1007 Palmway Street, Poinciana Circle, 504 Canterbury Lane, 219 N Randolph Avenue, Pleasant Street] Item 6.A of the agenda concerns the City of Kissimmee Surplus Land Program Policy and the Approval of the List of City-Owned Vacant Properties (2026). This program, mandated by Florida House Bill 1363, requires local governments to inventory surplus land for affordable housing development every three years. The City's last update was in September 2023. The program policy was proposed by AHAC and is ongoing. Staff has compiled a list of city-owned vacant properties and will provide an update and review the policy for potential improvements. The list of properties suitable for affordable housing development includes: 1007 Palmway Street (Parcel: 22-25-29-1990-0019-0110), Poinciana Circle (Parcel: 15-25-29-1290-000A-0190), 504 Canterbury Lane (Parcel: 28-25-29-1170-000A0180), 219 N Randolph Avenue (Parcel: 21-25-29-1690-000T-0029), Pleasant Street (Parcel: 22-25-29-2257-0001-0020), Pleasant Street (Parcel: 22-25-29-2257-0001-00A0), Pleasant Street (Parcel: 22-25-29-2257-0001-00B0), and Pleasant Street (Parcel: 22-25-29-2257-0001-00D0). Contact Frances De Jesus at (407) 518-2156 or frances.dejesus@kissimmee.gov for interest. Item 6.B concerns the Affordable Housing Fee Reduction Program. The AHAC previously recommended this program to assist developers with impact fees and other development costs. The current policy lacks detail, and the program has not been formally adopted by the City Commission. City staff will present the program to review its structure, share updates, and gather feedback for improvements. The program offers potential reduction for Mobility Fees, Park & Recreation Impact Fees, Development Review Fees, and Police and Fire Impact Fees. Fees from outside agencies are not eligible. Benefits are granted based on fund availability, project specifications, and contribution to the City's long-term vision for affordable housing. Income levels for eligibility are defined as Extremely Low (up to 30% AMI), Very Low (up to 50% AMI), Low (up to 80% AMI), and Moderate (up to 120% AMI). Incentives may include reimbursements, waivers, or deferrals. Applicants must file an Affordable Housing Incentive Application, providing details on the property, proposed use, affordability period, funding sources, and requested benefit. Projects must maintain affordability for a minimum of 20 years. The application is for the 'Affordable Housing Impact Fee Program_DRAFT25'. Item 7.A, Staff Comments and Updates, addresses Proposed Changes to the Local Housing Assistance Plan (LHAP) - Staff Initiated. Staff has identified the need to amend certain provisions to prevent confusion during implementation and future audits by the Florida Housing Finance Corporation (FHFC). Staff is coordinating with FHFC to ensure proposed changes are accepted as technical revisions. The requested action is 'No Action' from the City Commission at this time.
