The original agreement, approved October 25, 2022, was for repairing/replacing water, sewer, and stormwater lines in the downtown area. This increase will expand the repair area to include 2,300 LF of water lines, 2,400 LF of sewer lines, 2,600 LF of stormwater lines, and paving of W Beach Drive from 6th Street to 4th Street and Mulberry Ave from 6th Street to W Beach Drive. The total CDBG-DR funding for this agreement is now $21,738,605.50. [Downtown Marina] The City of Panama City is considering approving payment of $98,163.00 to City Marina Partners (CMP) for design and permitting of basins at the Downtown Marina, pursuant to an Interim Agreement. The City Commission selected CMP on May 14, 2024, for a turnkey operation for the redevelopment of the Downtown Marina. An Interim Agreement was approved on June 18, 2024, where CMP would reconstruct fuel docks at City cost and provide wet-slip design and permitting services at CMP's cost, to be reimbursed only if a long-term lease was not reached. The Commission terminated the Interim Agreement on December 16, 2025. CMP submitted its invoice for reimbursement on January 12, 2026. The City Attorney recommends approval, stating the invoice is not legally deficient and the costs are reasonable and incurred in good faith. Budget Resolution No. 20260609.5 is proposed to amend the Fiscal Year 2025-2026 budget to utilize Marina Reserves for this payment. [501 Harrison Avenue, Panama City, FL 32401; case Resolution No. 20260609.4] The City of Panama City is seeking approval for a budget amendment to accept and expend $8,645.00 in grant funds from the 2025 Patrick Leahy Bulletproof Vest Partnership. An additional $8,645.00 in matching funds will be transferred from the General Fund to the Grant Fund.
