The City of Panama City is considering new development standards for disaster-impacted households. These standards would require all new developments to meet or exceed the current Florida Building Code, focusing on wind resistance and flood protection. Projects in designated flood zones must also follow Federal Emergency Management Agency (FEMA) rules. This includes elevating or floodproofing structures and meeting wind load standards. The city also encourages energy efficiency measures like ENERGY STAR standards. Projects are encouraged to go beyond minimum requirements by using fortified roofing, cool roof materials, water-saving features, preserving trees, and installing energy-efficient appliances. Stormwater and flood management must be addressed early in the design process, with developments needing to meet local stormwater rules and avoid critical floodways. This agenda item is currently under review by the City Commission.
