This item concerns the requirements and safeguards for establishing a Community Development District (CDD). A CDD is a governmental entity that can finance, construct, and maintain public improvements. The establishment of a CDD does not change existing local government approval requirements for construction. All land development rules and state and local regulations still apply. CDD Board members must be Florida residents and US citizens, and later, residents and electors of the CDD. Board meetings are public, and records are open for inspection. The District must provide financial reports to the state and is subject to an annual audit. Rates, fees, and charges are adopted after public hearings. The process for imposing special assessments requires public notice and an opportunity for comment. This item is currently under review, outlining the rules for a potential future district. This process could eventually lead to projects requiring site clearing, grading, utility work, paving, and construction, creating opportunities for general contractors, site prep and grading services, utility contractors, and material suppliers. Early engagement before final plans and permits are set could be advantageous.
