Ordinance relating to Miami-Dade County Comprehensive Development Master Plan; providing disposition of Application No. CDMP20250004, located at the northeast corner of the intersection of North Miami Avenue and NE 165 Street, filed by Mikhail Chabanov, in the January 2025 Cycle to amend the County's Comprehensive Development Master Plan. The requested amendment is to redesignate the application site from 'Low Density Residential' (2.5 to 6 dwelling units per gross acre) to 'Low-Medium Density Residential' (6 to 13 dwelling units per gross acre), and to add a proffered Declaration of Restrictions in the Restrictions Table in Appendix A of the CDMP Land Use Element. The site size is 0.30 net acres. The application is a small-scale amendment. The Board of County Commissioners adopted the ordinance on first reading on 3/17/2026, and the item was deferred at the BCC - Comprehensive Development Master Plan & Zoning meeting on 6/18/2026. The directly impacted community council did not achieve the required quorum to conduct a public hearing and therefore did not issue a recommendation. The Planning Advisory Board, acting as the Local Planning Agency, conducted a public hearing and issued a recommendation for the disposition of the Application. The applicant requested one or more extensions of time and the Director approved the requested extension(s).
