Resolution adopted on 7/21/2026 waiving competitive bidding and authorizing an agreement with AECOM Technical Services, Inc. for limited owner's representative advisory services in the amount of $2,024,106.00 for the New Integrated Command and Communications Center (IC3) at the Lightspeed Facility, located at 11500 NW 25 Street, Sweetwater, Florida, Project No. DB20-ISD-01, Contract No. I190038. The project is a centralized hub for emergency response coordination, housing the 911 call center, 311 operations, the Real Time Crime Center, and critical servers. AECOM previously served as the Design Criteria Professional and developed the Design Criteria Guidelines. The scope of services is limited to construction-phase advisory and observational support and does not include architectural or engineering professional services. The project is in Commission District 12, represented by Commissioner Juan Carlos Bermudez, but the scope is countywide. The fiscal impact is funded with future financing proceeds, Program 2000001658. Eddy Etienne, PIOD Program Management Manager, will monitor and manage the project. No Small Business Enterprise-Services measure is applicable. The item was introduced on 6/18/2026, forwarded to the BCC with a favorable recommendation by the Intergovernmental and Economic Impact Committee on 7/15/2026 and 7/20/2026, and adopted by the Board of County Commissioners on 7/21/2026.
