[1313 White Oak Lane; case WTLW-2603-000054] Regular Meeting of the Board of County Commissioners. Key decisions included approval of agenda, proclamations for National Foster Care Awareness Month and National Public Works Week, approval of minutes, and adoption of the consent agenda. Several items were approved by consent vote, including warrants, airport projects, county attorney resolutions, facilities agreements, library services, office of management & budget resolutions, parks & recreation projects, planning & development services revocations, property acquisitions, public safety contracts, public utilities amendments, public works projects, supervisor of elections resolutions, and transit amendments. [Copenhaver Road, adjacent to Interstate-95 (I-95)] Fort Pierce Commerce Center: Proposed Comprehensive Plan Future Land Use Map Amendment from COM (Commercial) and RU (Residential Urban) to MXD (Mixed Use District). This was a second reading/adoption hearing, continued from April 7, 2026. The site is 76 acres. The Board approved staff recommendations, including the FLUMA amendment and PNRD rezoning/preliminary plan, with conditions. Public comment was heard, with no one wishing to address the Board. The motion to approve staff recommendations passed unanimously. Fort Pierce Commerce Center - PNRD Rezoning & Preliminary Plan. This item was conjoined with 12. A.1. The Board approved staff's recommendation to approve the PNRD Rezoning and Preliminary Plan, allowing the building to stay in its current configuration (no flipping), with the caveat that no wall is required on the east side, if no more than three sound violations occur within six months to trigger installation. Public comment was heard, with no one wishing to address the Board. The motion passed unanimously. [322 & 340 Kitterman Rd] 322 & 340 Kitterman Rd PUD - Rezoning from RM-5 and RM-9 to Planned Unit Development (PUD) and Preliminary Site Plan. This item is Quasi-Judicial. The applicant requested a continuance to the June 2, 2026 BOCC Meeting. The Board approved the staff's recommendation for continuance. Public comment was heard, with no one wishing to address the Board. The motion passed unanimously. Sunnyland Farms - Proposed Amendment of the Official Zoning Atlas and Preliminary Development Plan. This item is Quasi-Judicial and was continued from the April 21, 2026 BOCC Meeting. The applicant requested a continuance to the June 2, 2026 BOCC Meeting. Sunnyland 44 - Proposed Future Land Use Map (Small-Scale) Amendment from RS (Residential Suburban) to MXD (Mixed-Use Development). This item was continued from the April 21, 2026 BOCC Meeting. The applicant requested a continuance to the June 2, 2026 BOCC Meeting. The Board approved the staff's recommendation for continuance. Public comment was heard, with no one wishing to address the Board. The motion passed unanimously. Sunnyland 44 - Proposed Amendment of the Official Zoning Atlas and Preliminary Development Plan. This item is Quasi-Judicial and was continued from the April 21, 2026 BOCC Meeting. The applicant requested a continuance to the June 2, 2026 BOCC Meeting. The Board approved the staff's recommendation for continuance. Public comment was heard, with no one wishing to address the Board. The motion passed unanimously. [East side of Shinn Road, approximately 1.5 miles north of Okeechobee Road] White Marsh Conditional Use Permit Major Adjustment - Attachment Amended. This public hearing was Quasi-Judicial. The property is located on the east side of Shinn Road, approximately 1.5 miles north of Okeechobee Road. The 87-acre subject parcel is located outside the Urban Service Boundary (USB). The Board approved the Major Adjustment to the Conditional Use Permit and the associated Major Adjustment to the Major Site Plan, adopting Resolution 2026-86 and Resolution 2026-90. Public comment was heard, with no one wishing to address the Board. The motion passed unanimously. [Northern portion of Rock Road, beyond Orange Avenue and south of Interstate-95 (I-95)] Project Orchid - First Amendment to the St. Lucie Commerce Center (AKA Lucie Rock) Development Agreement. This was a second reading. The development agreement covers approximately 94.25 acres of land, at the northern portion of Rock Road, beyond Orange Avenue and south of Interstate-95 (I-95). The Board approved the First Amendment to the St. Lucie Commerce Center Development Agreement. Public comment was heard, with no one wishing to address the Board. The motion passed unanimously. [Port St. Lucie; case Ordinance No. 2026-15] Ordinance No. 2026-15 - Revocation of Ad Valorem Tax Exemption Ordinance No. 2024-23 for Accel International Holdings, Inc. The company failed to meet job creation obligations. The Board approved the ordinance revoking the ad valorem tax exemption. Public comment was heard, with Justin Harrison addressing the Board. The motion passed unanimously. [case Ordinance No. 2026-16] Ordinance No. 2026-16 - Revocation of Ad Valorem Tax Exemption Ordinance No. 2024-21 for A-1 Industries of Florida Inc. The company did not meet job creation commitments. The Board approved the ordinance revoking the ad valorem tax exemption. Public comment was heard, with no one wishing to address the Board. The motion passed unanimously. [case Ordinance No. 2026-17] Ordinance No. 2026-17 - Economic Development Impact Fee Mitigation Program. This ordinance amends the code of ordinances, establishing a scoring-based mitigation system, defining catalytic projects, implementing a 50-point minimum score for impact fee mitigation eligibility, and providing fiscal safeguards and compliance protections. The Board approved Ordinance 2026-17. Public comment was heard from Wes McCurry and Justin Harrison. The motion passed unanimously. [case Resolution No. 2026-94] Resolution No. 2026-94 - Revisions to SLC Economic Incentive Program - JGIG, Scoring Matrix, Application. This resolution adopts the St. Lucie County Economic Incentive Scoring Matrix as the primary evaluation tool for County-administered economic development incentives. It amends the JGIG Program by tying grant eligibility and maximum award levels directly to the scoring matrix. The Board approved Resolution 2026-94. Discussion included changing the prorated performance amount to 85%. The motion passed unanimously. [case Resolution No. 2026-95] Resolution No. 2026-95 - Updating Guidelines for SLC Economic Development Ad Valorem Tax Exemption Program. This resolution aligns the Ad Valorem Tax Exemption Program with the County's broader Economic Incentive Scoring Matrix. The Board approved Resolution 2026-95. A motion was made to approve the staff recommendations, with the increased 85% threshold, and it passed unanimously.

Transportation concurrency management areas may be established in a comprehensive plan in accordance with per Florida Statutes 163.316, F.S.

- 2. Maintain means continuing operating conditions at a level such that significant degradation does not occur based on conditions existing at the time of local government comprehensive plan adoption. For roadways in rural areas, transitioning urbanized areas, urban areas or communities, significant degradation means (1) an increase in average annual daily traffic volume of 5 percent below the speed of the adopted LOS standard, and (2) for urbanized areas, significant degradation means for most 100th highest hour of 5 percent below the speed of the adopted LOS standard. For roadways in urbanized areas, for roadways parallel to existent transit facilities, or for interstate roadways in transportation concurrency management areas, significant degradation means (1) an increase in average annual daily volume of 10 percent above the maximum service volume, or (2) a reduction in operating speed for the period of the most 100th highest hour of 10 percents below the speed of the adopted LOS standard. For other state roads in transportation concurrency management areas, significant degradation means that amount defined in the transportation mobility element. For constrained roadways meeting or exceeding the level of service standards, (maintain) does not apply until the roadway is operating below the applicable minimum level of service standard.
