Nearly every household in Florida depends on this industry, and almost none of it is the brand on the sign. It is the small lot on a six lane road, the two bay garage that keeps a landscaping fleet running, the body shop that rebuilds a bumper, the tire and battery store, the quick lube and the express wash. These are small businesses. They register with the state, they lease or build a site, they hire technicians, and they buy equipment before a single customer arrives. New ones keep forming across Florida, and the zoning decisions around them, which parcels may sell vehicles and which may service them, shape where that work shows up.

New automotive businesses are forming fastest in Southeast Florida. An automotive business is unusually construction heavy for its size. Selling vehicles needs a paved and lit lot, fencing and gates, drainage and signage, and in most Florida cities it needs a zoning approval before any of that begins. Servicing vehicles needs more: bays, lifts, compressed air, oil and waste handling, and for a body shop a paint booth with its own ventilation and fire protection. That is why so much of this sector reaches the record on a planning agenda rather than in a press release. Once open, the spending continues, on parts and tire distribution, shop software, technician training and certification, insurance, and environmental compliance. Technicians are the constant constraint, so the regional training programs matter as much to these operators as the suppliers do.

The counts below show where new automotive businesses are registering, by region, over the last 30, 90 and 365 days. Under them is the recent activity these operators are watching, from dealership rezonings and site plans to collision, parts and service approvals, with the specific businesses each development puts to work. Each item below is a decision or a pending application on the public record in roughly the last ten weeks, with a link to the government page that published it. All seven regions are covered. Most of this industry reaches the record as a zoning or a purchasing matter first, because a parcel usually has to be approved for vehicle sales or vehicle service before anything is built.

  The county's June 22, 2026 pre application agenda lists project 2022060106 at 3800 9th St SW in Vero Beach, filed by Mills, Short & Associates. The agenda states the proposed project consists of the development of a new 7,453 SF O'Reilly Auto Parts retail store. The county accepted the request on June 12, 2026 and set the review for 2:00 that afternoon.

  A parts store this size starts as a pad build on a commercial corner. The survey, the clearing, the stormwater and the paving come first, then the shell, then the fit out with racking, counters and a small back room.

  On June 16, 2026 the Board of County Commissioners adopted Resolution R-543-26, approving contract modification No. 2 to contract No. EVN0004711 for tire purchases and related services. The resolution authorizes $870,000 in added spending authority, for a total modified contract amount of $35,932,395, and it was handled as a non competitive designated purchase under the county code.

  Item 24 on the July 14, 2026 Board of County Commissioners agenda asks the board to consider a rezone from C-1, retail commercial, to C-2, general commercial, for a proposed car dealership on about 1.65 acres at the northwest corner of Camp Rd and W SR 426. The applicant is M. Rebecca Wilson of the Lowndes law firm, and the agenda sets it as a quasi judicial public hearing with an applicant presentation and public comment.

  A dealership on a corner parcel is mostly outdoor work before it is a building. The lot has to be graded and drained, then paved, striped, lit and fenced, and the sales building and service area go up behind it.

  A service and repair site under an acre is a small building with a lot inside it. Lifts have to be set on or into a slab, and the shop needs compressed air, oil and waste handling, and enough power and ventilation for the bays.

  Item C.2 on the July 21, 2026 BOCC Land Use agenda is public hearing V26-0011, a petition to vacate about 1,050 square feet, or 0.024 acres, of unimproved platted public right of way abutting 3920 Broad Street in Seffner Mango. The agenda states the petitioners submitted the request to allow establishment of a motor vehicle dealership on the property, with gates around it that can close outside business hours. Public Works reviewed the petition and reported no objections, and no reimbursement for right of way improvements is required.

  Squaring up a parcel is often the last thing standing between an owner and a build. Once the strip is vacated, the lot can be graded, paved, fenced and gated as one site instead of two.

  An online seller still needs a real yard. The land has to be cleared, drained and paved, then fenced, lit and signed, and a small office and reconditioning building usually follows.

Why do so many of these developments appear as zoning cases?

Most Florida cities and counties treat vehicle sales and vehicle service as uses that need their own approval, separate from general commercial use. A parcel usually has to be rezoned or granted a special exception, a special use permit or a conditional use before a lot or a shop can open there, so the decision reaches a public agenda well before construction.

What licenses does a new automotive business need in Florida?

Selling or leasing vehicles requires a dealer license from the state motor vehicle agency, and the license type follows the kind of business: a franchise dealer, an independent used vehicle dealer, a wholesaler, or a broker. Being paid to repair vehicles requires a separate Motor Vehicle Repair registration from the state agriculture and consumer services department. A dealership with a service department typically needs both.
