It needs a state public lodging license and a county tourist-tax account, then commercial property and liability insurance, linen and laundry service, housekeeping and janitorial contracts, food and beverage supply, pool and grounds care, pest control, HVAC and elevator service, security and life-safety inspection, front-desk and booking software, payment processing, staffing, and signage. That is why formations cluster where rooms are being built and where visitors already are.

    Hilton announced the debut of Hilton Key West Resort & Marina on Stock Island, at the eastern edge of Key West, in a release dated July 1, 2026. The company calls it the brand's 12th property in the destination. The resort carries 175 guest rooms including 86 suites, each with a private furnished balcony, six saltwater pools, direct marina access, and flexible indoor and outdoor event space that includes a 570 square foot boardroom and a 1,140 square foot outdoor patio.

    A resort that has opened is already buying, and it buys on standing contracts rather than one time jobs. The accounts it signs in its first season tend to be the ones it keeps.

    Ordinance PO-2026-018 passed at the City of Hollywood Regular City Commission Meeting on July 7, 2026. It amends the city's existing comprehensive plan to establish the Hollywood Beach Hotel Density Bonus Program and to provide clarifications to the Hotel Room Pool Program and associated hotel room densities, inside the Land Use Element and the Coastal Element. The ordinance provides for transmittal to the Florida Department of Commerce and other reviewing agencies.

    Rules that set how many rooms a beach block can hold decide which projects get built at all, so the design and approval trades move first and the building trades follow them.

The development program covers approximately 202,462 square feet of retail space, 1,513 residential dwelling units, 287 hotel rooms, 2,786 parking spaces, 65,892 square feet of office space and a movie theater containing 1,300 seats, with roadway, stormwater, wastewater and water work estimated at approximately $149M. It came before the Board of County Commissioners as agenda item 5K on July 21, 2026 and the result was Deferred, after an earlier deferral on June 2, 2026.

    A hotel inside a district build is contracted alongside everything else on the site, so the packages are bid early and in volume rather than one property at a time.

    The Planning Commission of Manatee County took up PDC-18-14(G)(R), application PLN2403-0044, filed by Life Storage Largo I LLC, on June 11, 2026. The amendment removes a 6,500 square foot retail commercial building and replaces the approved 200 room hotel plan with one 124 room hotel and one 132,000 square foot self storage facility. The site runs to about 6.20 acres across two parcels at 921 64th Street and 6620 SR 64 East in Bradenton, and it keeps its Planned Development Commercial (PDC) zoning.

    A plan revision is the last public point at which the room count is still moving. It tells a supplier what size property it will actually be serving, well before the first order.

The properties are 10 Bay Esplanade and 18 Bay Esplanade. The agreement provides for the allocation of 91 units from the Hotel Density Reserve under Beach by Design. The agenda confirms a second public hearing before City Council on August 20, 2026 at 6:00 p.m.

HCM Hospitality, LLC asks to rezone approximately 4.54 acres from C-2 General Commercial District and MF-1 Multiple-Family Medium Density Districts to an MPUD Master Planned Unit Development for Harbour Pointe at Port Richey. The request covers the conversion of 156 hotel rooms into 122 multi family apartment units and associated infrastructure. The site is east of US-19, approximately 0.20 miles from the intersection of US-19 and State Road 52, in Commission District 5, and the listed recommendation is Approval with Conditions.

    A conversion takes rooms out of the market and puts housing in, so it changes what the local supplier base will be serving. The demolition and fit out work is real either way, and it is bid before any unit changes hands.

It expands the current lease area by 20,715 sq ft for a new total lease area of 274,062 sq ft, with no annual lease fee and a term expiring 3/13/35. A public hearing was set for August 11, 2026.

The companion rezoning would take the 2.63 acre site from Residential Single Family 3 (RSF-3) and Residential Tourist (RT) to a Commercial Planned Unit Development (CPUD). The property sits on the north side of Piper Boulevard, west of Palm River Boulevard.

In the same window a 175 room resort and marina opened on Stock Island and started buying from its first day. Every one of those businesses carries two registrations, a state license from the DBPR Division of Hotels and Restaurants and a local tourist development tax account from a county office, and both are public, so a new lodging business shows up in the record soon after it forms.
