Florida works on the water, and this summer the waterfront is being rebuilt at both ends of the state. Triumph Gulf Coast approved a term sheet of up to $76 million for a ship manufacturing plant at the Port of Pensacola and told staff to open talks on up to $23.5 million for a floating drydock repair yard in Port St. Joe. Port Canaveral is spending $5.2 million on a 16 slip commercial fishing dock. Delray Beach has a $2.7 million seawall contract on its agenda, Fernandina Beach has $9 million in state money for its downtown seawall and a marina rebuild behind it, and Marco Island is weighing rack storage at a working marina. Marinas, boatyards, dock builders, and boat dealers all follow that work, and new marine firms are registering with the state to take it on.

A new marina or boatyard needs marine construction and pile driving, dredging, electrical and fuel system work, haul out and lift service, environmental permitting help, and marine general liability and pollution insurance. A new dealer or repair shop needs parts and engine distributors, trailer and hauling service, bookkeeping, and a spot on a working waterfront it can afford. That is why new formations tend to cluster where slips, ramps, and yard space are being added.

  Triumph board approves a $76 million term sheet for a Pensacola shipyard

  At its June 22, 2026 meeting the Triumph Gulf Coast board approved the proposed term sheet for Proposal #367, City of Pensacola, Project Maeve, for up to $76,000,000 toward an advanced ship manufacturing facility at the Port of Pensacola. The city described the plan as two 270 yard ship manufacturing facilities totaling about 380,000 square feet, and the minutes say the project is expected to support the creation of about 2,009 new jobs. The motion passed unanimously on a 5-0 roll call vote. Birdon America told the board that project planning remains on schedule and that it expects to announce its first contract later this fall.

  A shipyard of this size needs trades on the site for years before the first hull leaves, and then it needs a supply chain around it once work begins. The build and the operation are two separate waves of demand, and both land in the same eight counties.

  Port St. Joe moves toward a floating drydock and ship repair yard

  At the same June 22, 2026 meeting the Triumph Gulf Coast board voted 5-0 to direct staff to move forward with term sheet negotiations on Proposal #337, up to $23,500,000 for the Gulf County Floating Drydock Maintenance, Overhaul and Repair Facility at the Eastern Shipbuilding Group Port St. Joe Shipyard. Total project cost is put at $64,000,000. The minutes describe a floating drydock able to handle vessels of up to 10,000 long tons, dredging to install the drydock and a breakwater, and mooring structures, and the facility is expected to create about 400 full time shipbuilding jobs. Gulf County told the board it has bought a 33 acre tract for a planned maritime academy and 2.5 acres across the street for a business incubator for future businesses related to the drydock.

  A repair yard is steady work rather than one off construction, because vessels arrive, get worked on and leave again. The minutes also point to demand that already exists and cannot be served, with an approximately 10 month backlog for floating drydock and haul out service at the two nearest shipyards, in Mobile and Tampa.

  The July 21, 2026 Marion County Board of County Commissioners agenda carried a change order to Purchase Order 2400547 for 23Q-087-TO-06, the Heagy Burry Boat Ramp Project Administration, Construction, Engineering, and Inspection contract with Kimley-Horn and Associates, Inc. of Ocala. The item lists an additional expenditure of $33,100.

  A ramp project runs through a chain of specialists, and the engineering and inspection side is contracted separately from the concrete and the marine work. A change order on the inspection contract is usually a sign the construction phase is live rather than still on paper.

  The City of Fernandina Beach took its marina redevelopment plan to a City Commission workshop on July 7, 2026 and to the City Commission on July 21, 2026. The city lists six goals: improved resiliency covering bulkhead condition and elevation, access to the riverfront for viewing, pedestrians and marina business, an improved view corridor from Centre Street to the river, improvement to marina operations including access and continuous fuel, fewer excess pilings and structures, and a start in summer of 2027 after the Annual Shrimp Festival. Funding is planned from a line of credit, CRA funds, paid parking funds, marina operations, a state grant for the resiliency wall, and a FIND grant for dredging.

  A full marina rebuild is a long runway rather than a single job, and the bid packages come out in stages over more than one year. The 2027 start date is the useful part for a new firm, because it is enough notice to get licensed, bonded and on a bid list first.

That brings the total state investment to $9 million, made up of $1 million previously appropriated for design and permitting and $8 million for construction. The city describes the seawall as a critical investment in protecting Historic Downtown Fernandina Beach from coastal impacts while preserving the city's waterfront, infrastructure, businesses, and public spaces.

  On July 1, 2026 the Canaveral Port Authority Board of Commissioners authorized the selection of Rush Construction, Inc. for uplands improvements at a new commercial fishing facility, after previously approving Rush Marine, LLC to build a 16 slip commercial fishing dock, with Moffatt & Nichol, Inc. on the marina engineering design. The $5.2 million project includes 125 feet of dedicated bulkhead space, an open air pavilion with fish cleaning stations, office and restroom buildings, and truck and trailer parking and storage. Construction is expected to be completed in early 2027.

  A working fish dock is a business district in miniature, because a boat that lands fish there needs ice, fuel, gear and a buyer within a short drive. The build itself is separate work and starts first.

  The June 9, 2026 Hernando County Board of County Commissioners agenda carried Amendment No. 1 to the county's contract with Stantec Consulting Services, Inc. for engineering services on the Lake Townsen Park Boat Ramp Project, under Contract No. 20-RG0002, in the amount of $113,991.00. The attachments listed with the item include the executed contract, an earlier change order issued to Cardno Inc., a novation agreement and an administrative change order.

  Engineering and permitting come first on a ramp project, and the construction bid follows once the design is finished and approved. A funded design amendment is the earliest public signal that a build package is coming.

  Marco Island planning board takes up rack storage at Marco River Marina

  The July 23, 2026 City of Marco Island Planning Board agenda carried three resolutions for the Marco River Marina at 951 Bald Eagle Drive, all continued from the June 5, 2026 meeting. Together they cover open rack boat storage, the site standards around it, and a new restaurant on the marina property.

  • Conditional Use Permit CUP-25-000097 would allow open rack boat storage at the site. Rack storage is how a Gulf Coast marina adds boat capacity without adding water, so the structure, the handling equipment and the service bays beneath it are all new work. The trades that build it are different from the ones that build docks.
  • Variance Petition VP-25-000096 covers minimum landscape requirements, design regulations, and solid waste disposal and recycling for the marina. Those conditions turn into standing service contracts once the site is built, because landscaping and waste collection are recurring work rather than one time work.
  • Site Development Plan Amendment SDP-24-000139 would let the marina build a new restaurant on property at 900, 950 and 951 Bald Eagle Drive.   At its June 17, 2026 regular meeting the Naples City Council took up Conditional Use Petition 26-CU1 for a mixed use development known as The Viceroy, on property owned by Viceroy Naples, LLC at 599 River Point Drive. As described in the resolution, the project is two floors of transient lodging units over one floor of office space and marina ship store, served by a combination of surface and underground parking, in the C2-A Waterfront Commercial zoning district. The item describes 12 transient lodging units, six per floor, and 14 boat slips on the 1.81 acre site, with 12 slips for unit owners and 2 for the public.

  Waterfront commercial land is the scarce input in this business. A ship store, a fuel dock or a brokerage needs a site zoned for it, so every waterfront commercial approval is a place a marine retail or service business can actually open.

  The June 2, 2026 City of Delray Beach regular commission agenda carried Resolution No. 87-26, to award an agreement to YC Group, LLC for construction services on the Seawall Replacement and Repair project under Invitation to Bid Construction ITBC No. 2026-021, Public Works Project No. 24-001, in the amount of $2,748,176.73. The recommendation on the agenda is to approve the award and to authorize the city manager to execute any amendments or renewals.

  A single seawall award of this size supports a crew for the better part of a year, and most of the specialty work under it is subcontracted. The prime contractor is one firm, and the barge time, the survey and the monitoring are usually several more.

Does a Florida boat have to be registered?

Almost always. Under FWC rules all vessels must be registered through the local Tax Collector's Office, with the exception of non motor powered vessels under 16 feet and non motor powered canoes, kayaks, racing shells, and rowing sculls of any length. Registration is due within 30 days of purchase, the certificate must be on board during operation, and the decal is renewed every year.

What is the Clean Marina Program?

It is a voluntary Florida DEP designation for marinas, boatyards, and marine retailers that meet regulatory requirements and adopt best practices for habitat, waste, stormwater, spills, and emergency preparedness. Designated facilities get ongoing technical support, and a Clean & Resilient Marina step recognizes facilities that go further on sustainability and disaster readiness.

Who pays for new boat ramps and channels?

Much of it is state and district grant money. The FWC Florida Boating Improvement Program awards competitive grants to counties, cities, and other government entities for ramps, docks, mooring buoys, and waterway markers, and the inland navigation districts fund waterway access on the east and west coasts.

What licence or approval does a marine construction firm need to work over the water?

The work itself is contracted locally, but building over state waters carries its own approvals, and most public projects show that step on the agenda before construction. The Delray Beach seawall project needed consent to easement agreements with the Army Corps of Engineers, and the Fernandina Beach marina rebuild lists a state grant and a FIND grant among its funding sources.
